Rapport IRSN - Evaluations complémentaires de sûreté post-Fukushima: comportement des installations nucléaires françaises en cas de situations extrêmes et pertinence des propositions d’améliorations

Ce rapport traite des évaluations complémentaires de sûreté, huit mois après la catastrophe de Fukushima. Bien que menées dans des délais extrêmement contraints, ces évaluations ont permis: (i) d’évaluer la conformité des installations aux exigences qui leur sont applicables au regard des agressions externes de type séisme et inondation ainsi que des pertes de sources de refroidissement et d’énergie et d’identifier un certain nombre d’actions correctives prioritaires, (ii) de définir une démarche innovante, découplée de la démarche de sûreté habituelle (réexamens de sûreté), et (iii) d’identifier d’ores et déjà des limites dans les référentiels de sûreté actuels qui devront être revus à court terme, sans attendre les réexamens décennaux (règles retenues pour la détermination du niveau d’aléa sismique et inondation).
