Establishing links between disaster risk reduction and climate change adaptation in the context of loss and damage: policies and approaches in Bangladesh
This paper aims to examine the challenges of addressing loss and damage through national institutional arrangements that integrate disaster risk reduction (DRR) and climate change adaptation (CCA) in Bangladesh, in response to the decision mandating Parties to address loss and damage from the impacts of climate change in developing countries at the nineteenth Conference of the Parties (COP 19) in Warsaw, Poland in 2013.
The paper is divided into six sections: (i) section one introduces the background of climate change and its impacts on loss and damage; (ii) section two defines disaster risk reduction (DRR) and climate change adaptation (CCA), and outlines the Hyogo Framework for Action; (iii) section three explains the integration of DRR and CCA in loss and damage reduction; (iv) section four investigates the integration of DRR and CCA in Bangladesh; (v) section five presents recommendations to effectively address loss and damage; and (vi) section six concludes the paper by encouraging cross-sectoral cooperation between the respective parties responsible for DRR and CCA.
