Manual de buenas prácticas para la gestión del riesgo de desastres a escala local

El manual se estructura en nueve apartados en los que se identifican en los objetivos, los fundamentos teóricos y la metodología empleada y se describen las buenas prácticas de identificación del riesgo y cómo reducirlo: del 1 al 3, destinados a los objetivos, a los fundamentos teóricos, y la metodología empleada; del 4 al 7, a describir las buenas prácticas de identificación del riesgo, las de su reducción, las de gestión de los desastres, y las de gobernabilidad y protección financiera; y el 8 y 9 destinados a la terminología utilizada y a la bibliografía. Cada grupo de buenas prácticas cuenta con una justificación, ejemplos de prácticas incorrectas y correctas. También, se incorpora una muestra de 14 casos, de prácticas correctas, identificados en varias de las ciudades del proyecto.
Los principales destinatarios de este manual son los dirigentes políticos y sociales o funcionarios locales, con competencias en materia de seguridad ciudadana y protección o defensa civil, dado que son los que favorecerán la implantación de las prácticas contenidas en él, así como los responsables de mantener operativos los instrumentos de ordenación territorial, planes sectoriales y de autoprotección, los análisis de riesgos, etc.
Por su parte, los beneficiarios son, en primer término, los organismos e instituciones colaboradoras relacionados directa o indirectamente en materia de seguridad ciudadana y defensa o protección civil y, en segundo término, las colectividades que reducirán su vulnerabilidad frente a todo tipo de eventos potencialmente peligrosos.
El manual que aquí se presenta ha sido elaborado en el seno del Proyecto denominado Inseguridad Colectiva y Autoprotección (ICA) (R14-A5-05), insertado en la Red Número 14, del Programa Urb-Al (Urban Regional Aid Programme).
