Warsaw: summit of the climate sinners - Postponement is not an option!
This paper presents Welthungerhilfe's real concern around the 19th round of the international climate negotiations (Conference of the Parties, COP 19) in Warsaw, Poland. It proposes a series of minimum goals for Europe, and specifically Germany, to set in Warsaw around emissions reduction, climate financing and adaptation, and dealing with climate damages.
The paper addresses: (i) the change in the conditions for the development of a common policy in the last year; (ii) Europe's disagreement on CO2 reduction and the methods or technologies that would be used to reach this goal; (iii) the promotion of the automotive industry interest in Germany; (iv) the European Parliament's attempt to remove emissions trading system certificates from the market; (v) the credibility of a German and European climate policy; (vi) the distribution of risks and the ambitions of the major emitting countries toward greater climate protection; (vii) the priority given to the right to development for the purpose of poverty reduction; (viii) the developing countries' significant progress in passing climate protection laws; (ix) the new IPCC report, which confirms that climate change is caused by people; (x) the importance to make the right decisions in Warsaw, so that an international, binding climate protection treaty for all participants can be passed at the negotiations in Paris in two years.
