Warsaw: on the road to Paris
This policy document outlines Climate Action Network members' expectations for the climate negotiations in Warsaw (COP19), an important milestone on the road to the comprehensive climate action plan all governments must sign in 2015 in Paris. It argues that any decision taken at COP 19 must clearly highlight the increasing risks due to the lack of adequate mitigation action.
The document suggests what could be done in the short term at Warsaw COP 19 – Pre-2020, and the contours of the 2015 agreement and elements required for expedited progress towards it from the mitigation, finance, technology, adaptation, legal, equity and agriculture points of view. Among many recommendations, it calls for prioritizing the needs and risks of the most vulnerable people, recognizing that the growing risks from climate change is inherent to the gap in mitigation ambition, and adequate resources to implement adaptation actions to reduce the risk of significant loss and damage from climate change impacts faced by poor and vulnerable communities and countries.
