This report on the project analyses the emergence of the concept of "urban resilience" and assesses the potential and limitations of this concept as an element of policy narrative in various contexts, including climate change adaptation and rapid urbanization processes. It argues that the concept of resilience is becoming an efficient way of integrating climate change adaptation with development planning and programming. This report discusses also the ways in which the urban resilience could influence urbanization if it is integrated into future policy frameworks.
