Evaluation du risque d’inondation à l'échelle communale en région Tillabéri, Niger

Ce rapport vise à apprécier le risque d’inondation dans la région Tillabéri (97 251 km2, 2,7 millions hab. en 2012): une parmi les régions du Niger les plus frappées par cette catastrophe. L’appréciation du risque (R) est faite à l’échelle communale. Elle considère l’aléa (A), l’exposition (E) et les dégâts comme expression de vulnérabilité (V) et d’adaptation (Ad). Chaque composante est exprimée par des indicateurs (6 au total) qui sont mesurés à partir de trois sources d’information.
Il ressort de cette étude que dans la région de Tillabéri 12% des communes sont à risque d’inondation très élevé, 5% sont à risque élevé, 27% sont à risque modéré et 56% sont à risque minime. Ces informations produites à l’échelle communale constituent tout d’abord un outil d’aide à la décision pour les instances centrales. Le moment venu de supporter l’adaptation locale, la connaissance du niveau de risque inondation de chaque commune sera utile.
Ce rapport pourra être d’intérêt aussi pour les maires. Ils pourront y trouver des informations sur les localités inondées à plusieurs reprises de leur commune: une information que risque de se perdre au fils du temps. En plus ils pourront connaître le niveau de risque inondation de leur commune et les composantes qui le déterminent. Ces dernières constituent une base d’information utile pour adresser les mesures de réduction du risque catastrophe.
