Gender equality and social inclusion: Guideline for identifying and prioritising vulnerable and marginalised populations for humanitarian response, recovery, preparedness and disaster risk reduction
This guideline provides support for practitioners on identifying and prioritising vulnerable populations in decision-making and flood management throughout the response, recovery, preparedness and risk reduction cycle. The guideline makes suggestions for programming processes and is structured around the needs of each vulnerable population group, including persons living with disabilities; women and adolescent girls; lesbian, gay, bisexual, transgender and intersex people; children; senior citizens; and ethnic or caste-based minorities.
This document was developed after recent floods in Nepal in 2017, in reaction to the specific needs of vulnerable populations.
