Perú: conformación del comité técnico para la gestión de riesgo en la municipalidad metropolitana de Lima

Los gobiernos locales gozan de autonomía, política, económica y administrativa en los asuntos de su competencia para ejercer actos de gobierno, administrativos y de administración con sujeción al ordenamiento jurídico. Los gobiernos locales según el articulo 195 de la Constitución del Perú, establece que los gobiernos locales son competentes para planificar el desarrollo urbano y rural de sus circunscripciones, incluyendo la zonificación, urbanismo y acomodamiento territorial.
Se debe tener un manejo adecuado de la gestión de riesgo de desastres en las municipalidades, que permita la identificación de las zonas de vulnerabilidad y de riesgos de desastres en la localidad. La prevención y mitigación del riesgo de desastres repercutirá no sólo en el desarrollo de las actividades económicas de los gobiernos locales, sino también fortalecerá los procesos de planificación del territorio y propiciará el uso responsable del territorio que se traducirá en la reducción de los niveles de vulnerabilidad en materia de vivienda, urbanismo y saneamiento.
