Council of Europe disability action plan 2006-2015
Council of Europe Action Plan to promote the rights and full participation of people with disabilities in society - improving the quality of life of people with disabilities in Europe 2006-2015:
A plan aiming to serve as a practical tool to guide member states in developing strategies to bring about full participation of people with disabilities in society and ultimately mainstreaming disability throughout all policy areas and programmes.
The core of the plan consists of fifteen action lines that set out key objectives and specific actions to be implemented by member states. These action lines focus on: (i) participation in political and public life; (ii) participation in cultural life; (iii) information and communication; (iv) education; (v) employment, vocational guidance and training; (vi) the built environment, with specific attention to ensure the safety of people with disabilities when designing emergency and evacuation procedures; (vii) transport; (viii) community living; (ix) health care; (x) rehabilitation; (xi) social protection; (xii) legal protection; (xiii) protection against violence and abuse; (xiv) research and development; and (xv) awareness raising.
The plan was adopted in April 2006 and launched at the European conference Improving the Quality of Life of People with Disabilities in Europe: Participation for All, Innovation, Effectiveness in St. Petersburg in September 2006. The promotion, implementation and follow-up of the Plan is overseen by the European Coordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH).
