Mexico: Special climate change program 2009-2012 / Programa especial de cambio climático 2009-2012
The Special Climate Change Program (PECC, for its acronym in Spanish) is based on the National Climate Change Strategy (NCCS) from 2007 and other previous planning efforts. It builds on and develops the elements contained in the Strategy. Through the PECC, the Mexican government sets out to demonstrate that it is possible to mitigate climate change and adapt to it, without jeopardizing the development process, and even deriving some economic benefit. In formulating it, four essential components were considered for the development of an integrated policy to tackle climate change: Long-term vision, Mitigation, Adaptation, and Policy mainstreaming.

El Programa Especial de Cambio Climático (PECC) se basa en la Estrategia Nacional de Cambio Climático (ENACC) de 2007 y en esfuerzos anteriores de planeación. El PECC concreta y desarrolla las orientaciones contenidas en la Estrategia. A través del PECC, el Gobierno de México se dispone a demostrar que es posible mitigar el cambio climático y adaptarse, sin comprometer el proceso de desarrollo, e incluso con beneficio económico. Para integrar el PECC, se consideraron cuatro componentes fundamentales para el desarrollo de una política integral para enfrentar el cambio climático: Visión de Largo Plazo, Mitigación, Adaptación, y Elementos de Política Transversal.
