Ecuador: Plan nacional de respuesta ante desastres

The National Plan for Disaster Response aims to guarantee effective, timely and relevant attention to the population affected by dangerous, natural or anthropogenic events, with the establishment of procedures and protocols, generating adequate inter-institutional coordination and articulation.

Specific objectives:

• Provide the institutions of the National DGR System with a tool that generally guides the fulfilment of the functions, responsibilities, procedures and actions that they must develop during the response to emergencies and disasters, according to their competence.
• Protect the life and property of the affected population, caring for and protecting their rights.
• Maintain governance and governability during the response.
• Guarantee the planned and orderly intervention of the authorities and institutions through the Emergency Operations Committees.
• Optimize time and resources available during response operations.
• Generate the bases for the early recovery process, articulated with the response, seeking to generate resilience in the affected community.

El Plan Nacional para la Respuesta ante Desastres tiene como objetivo, garantizar la atención efectiva, oportuna y pertinente, a la población afectada por eventos peligrosos, naturales o antrópicos, con el establecimiento de procedimientos y protocolos, generando una adecuada coordinación y articulación interinstitucional.

Objetivos específicos:

• Proporcionar a las instituciones del Sistema Nacional DGR, una herramienta que oriente en generalel cumplimiento de las funciones, responsabilidades, procedimientos y acciones que deben desarrollar durante la respuesta a emergencias y desastres, según su competencia.
• Proteger la vida y los bienes de la población afectada, cuidando y protegiendo sus derechos.
• Mantener la gobernanza y gobernabilidad durante la respuesta.
• Garantizar la intervención planificada y ordenada de las autoridades e instituciones a través de los Comités de Operaciones de Emergencia.
• Optimizar tiempo y recursos disponibles durante las operaciones de respuesta.
• Generar las bases para el proceso de recuperación temprana, articuladas con la respuesta, procurando generar resiliencia en la comunidad afectada
