Switzerland: Sécurité contre les dangers naturels: Concept et stratégie, 2002
A la suite de la motion déposée par l’ancien Conseiller aux Etats Hans Danioth le 29 septembre 1999, le Conseiller fédéral Moritz Leuenberger, chef du DETEC, a mandaté la PLANAT pour mettre en place une stratégie d’amélioration de la sécurité contre les dangers naturels s’appliquant à toute la Suisse.
La présente stratégie «Sécurité contre les dangers naturels» s’appuie sur quelques principes de base : elle place les dangers naturels dans un contexte global, avec les autres risques (techniques, écologiques, économiques et sociaux), et la traite suivant des aspects techniques, écologiques, économiques et sociaux, dans le sens d’un développement durable. Elle compte sur une solidarité globale de la population avec toutes les régions du pays en cas de catastrophe naturelle ou de gros désastres.
La stratégie implique le développement d’une culture de gestion du risque totalement cohérente. Le moyen est d’avoir à cet effet des objectifs de protection à fixer, c’est-à-dire des valeurs limites pour les efforts de sécurité en matière de protection des biens et des personnes. Il faut considérer là les mesures de protection et les actions possibles dans la sphère du risque, soit de la prévention, de l’intervention et de la remise en état, cela de manière égale entre elles. En outre, elles doivent être coordonnées pour tous les dangers naturels de manière équivalente dans le temps.
Avant tout, une vue d’ensemble et une évaluation des moyens utilisés en Suisse pour la sécurité contre les dangers naturels par la Confédération, les cantons, les communes, les assurances, l’économie et les privés est une condition de base indispensable pour réaliser les mesures prévues dans la stratégie. A côté de cela, une information globale est nécessaire pour ancrer la culture de gestion du risque souhaitée dans la société, ainsi que pour implémenter efficacement les mesures prévues.
La stratégie soutient les efforts visant à inscrire un article sur la sécurité contre les dangers naturels dans la Constitution fédérale. Elle conseille prioritairement de concentrer les responsabilités dans le traitement des dangers naturels à tous les niveaux de la Confédération, des cantons et des communes. Avant tout, le Conseil fédéral doit définir une institution pour prendre la direction de sa mise en œuvre.
La stratégie prévoit les mesures suivantes:
-Des objectifs de protection cohérents sont fixés pour les biens et les personnes.
-Les domaines de prévention, intervention et remise en état sont considérés de manière équivalente dans le traitement des dangers naturels. A cet effet, il faut créer les conditions de base juridiques, organisationnelles, financières et personnelles nécessaires.
-Le traitement juridique des risques résiduels est clarifié.
-La nature est incluse dans la planification de la protection et une place lui est laissée partout où cela est possible.
-Les bases nécessaires sont élaborées, les travaux de recherche nécessaires à l’amélioration du traitement des dangers naturels sont entrepris, et l’éducation et la formation continue orientées vers la pratique sont renforcées.
-La collaboration internationale dans le secteur des dangers naturels est renforcée.
-Des études sur le risque potentiel, ainsi que l’effet et l’efficacité des mesures aussi bien que des moyens investis, sont effectuées périodiquement. La présente stratégie est à considérer comme un premier pas. Elle doit constituer la base pour réaliser dans un délai de cinq ans une stratégie à long terme.
