This Act establishes a Planning and Urban Management Agency to implement a framework for planning the use, development, management and protection of land in Samoa in the present and long-term interests of all Samoans and for related purposes.
By extension of creating the Agency, the Act also establishes the Planning and Urban Management Board. The Board's functions, powers, responsibilities, and operations are outlined under Part Three.
The Act also contains provisions concerning sustainable management plans, planning and development assessments, compensation, the Planning Tribunal, relevant enforcement and legal proceedings, charges and fees, and certificates of compliance.
