Paraguay: Política nacional de gestión y reducción de riesgos de desastres: Actualización 2018
La Política Nacional de Gestión y Reducción de Riesgos de Desastres, cuya primera versión fue aprobada por Decreto presidencial en el año 2014, ha representado un cambio de paradigma en la temática de gestión de riesgos en el Paraguay, y se convirtió en un documento de política pública que marca el norte en la temática y trasciende administraciones de Gobierno.
La actualizada Política Nacional de Gestión y Reducción de Riesgos de Desastres del Paraguay se convierte en el principal paraguas para el organismo rector - en este caso la Secretaría de Emergencia Nacional - así como para instituciones gubernamentales, gobiernos subnacionales, sociedad civil, academia y sector privado, para que los mismos generen políticas, planes, programas, proyectos y estrategias acordes con sus propias realidades, que en su conjunto conduzcan al Paraguay al desarrollo sostenible, seguro y resiliente.
La Política tal cual está formulada, se basa en los siguientes aspectos:
- - La clara definición del contenido, englobado en la gestión y la reducción de riesgos a desastres que contempla la actualización conceptual acorde a los abordajes teóricos en uso a nivel internacional.
- - Una estructura de referencia u orientación, que contempla las intenciones más generales y la articulación de las acciones necesarias para la implementación de planes, programas y proyectos en los modelos de desarrollo.
- - Una identificación clara del marco normativo en el que se inserta la Política.
- - La definición de la autoridad legal habilitada para liderar la aplicación de la Política y la articulación del amplio espectro de actores y sectores involucrados.
- - Una identificación de los grupos, sectores, organizaciones, instituciones y autoridades que componen el campo de acción de la Política.
