Plan national de gestion des risques de désastre 2019 - 2030
Le Plan national de gestion des risques de désastre 2019 - 2030 est décliné en quatre axes stratégiques, qui s’alignent sur le Cadre de Sendai dont les priorités d’action sont : (i) l’amélioration de la connaissance des risques de catastrophe, (ii) le renforcement de la gouvernance des risques de catastrophe, (iii) le développement et l’utilisation de mécanismes financiers pour la construction de la résilience des communautés, des structures publiques et privées et (iv) l’amélioration de la préparation pour une réponse efficace et un relèvement rapide après un désastre.
Ce cadre stratégique haïtien de gestion des risques de désastre révisé intègre la problématique des changements climatiques et la sécurité humaine. Il met l’accent sur la sensibilité au genre, l’inclusion des personnes vivant avec une déficience et l’accès universel durant les phases d’intervention et de reconstruction. La protection des investissements, le transfert des risques, la gouvernance publique et communautaire des risques de catastrophe, l’organisation du volontariat et l’obligation de redevabilité en font aussi partie intégrante. Par ailleurs, ce plan repose sur une vision commune en centrant l’action sur le rôle des individus et des communautés dans la gestion des risques de désastre. Il privilégie une approche participative, inclusive et une stratégie intégrée et holistique.
