Stratégie Nationale de Réduction des Risques de Catastrophes (SN-RRC) 2020-2030
Fruit d’un processus participatif, décentralisé et itératif, la vision de la présente SN-RRC 2020-2030 est décliné comme suit: « Pour une Côte d’Ivoire résiliente face aux aléas et risques de catastrophes d’origine naturelle , technologique ou anthropique à l’horizon 2030. »
Il s’agit d’une vision qui s’articule autour des principes suivants:
- Les communautés sont au centre des actions de RRC en Côte d’Ivoire;
- La SN-RRC est basée sur une approche tous risques, intégrée et holistique;
- La SN-RRC cible la vulnérabilité multidimensionnelle;
- Le cadre opérationnel de mise en oeuvre de la SN-RRC doit être articulé au plan de mise en oeuvre du PND, à la politique nationale de décentralisation et aux autres politiques et plans sectoriels;
- Les actions de la SN-RRC s’appuient sur la coopération régionale et internationale.
Quatre axes stratégiques issus des discussions avec les parties prenantes sont retenus dans cette stratégie. Il s’agit de:
- Axe stratégique 1: Comprendre les risques de catastrophe;
- Axe stratégique 2: Améliorer la gouvernance de la RRC à travers le renforcement du dispositif légal et réglementaire;
- Axe stratégique 3: Investir dans la résilience économique, sociale, culturelle et environnementale;
- Axe stratégique 4: Améliorer la préparation, la réponse et le relèvement post catastrophe.
La particularité de cette nouvelle Stratégie réside dans le fait qu'elle traite non seulement de la question des catastrophes d'origine naturelle mais également, de la question de l'adressage des risques d'origine technologique dont notamment ceux liés, aux matières NRBC (Nucléaire, Radiologique, Biologique, Chimique) ainsi que la lutte contre le traffic illicite de ces matières (résolution 1540 du conseil de sécurité de l'ONU).
