Background:

Asian Disaster Preparedness Center (ADPC) has contributed to the advancement of disaster risk management practice and promotion of the culture of safety in different thematic areas in Asia. During the last 20 years, in addition to capacity building initiatives, ADPC implements programs and projects at national and regional level under various thematic areas.

Urban risk reduction is also increasingly being recognized as an integral part of development process and governance rather than the traditional relief, response and rehabilitation interventions. ADPC with the support of USAID/OFDA has carried out pioneering work in the field of Urban Risk Management and was the first organization to develop and implement programs in the thematic area of ‘Urban Disaster Risk management’ in Asia. One of the significant successes was the implementation of Asian Urban Disaster Mitigation Program (AUDMP) in 10 countries in Asia during the period 1995-2005.

Urban Disaster Risk Management (UDRM) Team of ADPC currently implements several programs within Asia to promote urban risk reduction interventions, policies, approaches and strategies, capacity building initiatives of city officials and interventions to help creating awareness of urban communities. To continue building and enriching the knowledge base on the subject and extending best urban risk management practices to other urban communities, cities and countries, ADPC is in the process of commencing few other similar programs at National and Regional level in order to build upon the successful elements introduced under the urban programs implemented by ADPC.

Purpose:

The Project Manager will function directly under the Director, Urban Disaster Risk Management (UDRM) Team and will be responsible for the management of the City Demonstration Projects capacity building programs and other activities related to various projects implemented by the Urban Disaster Risk Management (UDRM) Team of the Asian Disaster Preparedness Center (ADPC), through managing and providing strategic direction to the four major components of demonstration projects, information & networking, advocacy, and regional training.

Required Qualifications/ Selection Criteria:

• Masters degree in a field related to disaster management & mitigation, urban planning and development, Architecture, Structural Engineering, Engineering Geology, or an equivalent field. Candidates with PhD or any other postgraduate degree in a related field will be an added qualification.
• Technical Skills in Urban Risk/Hazard assessment, Flood Modeling, Emergency Response planning disaster preparedness, mitigation related to Earthquake and/or hydro-meteorological risk management at Urban Local Government level
• More than Ten years of relevant experience, of which at least five years must be in a project management capacity
• Minimum of three years international experience in a similar capacity, preferably in Asia
• Demonstrated understanding of, and experience related to Event planning, Training, Advocacy and disaster management information dissemination
• Experience with budgeting and accounting systems
• Excellent computer skills especially in desktop/ electronic publishing, word processing, and presentation software programs, along with good working knowledge of the Internet.
• Excellent English proficiency in communication, presentation skills and report writing.
• Excellent interpersonal skills, team-oriented work style, interest and experience in working in a multi-cultural environment
• Strong desire to learn; undertake new challenges; must be a creative problem-solver; must have self-confidence; willingness to work hard; good sense of humor, but with seriousness about the quality and excellence of work.
• Willingness and ability to travel under sometimes adverse conditions
• Preference will be given to Asian citizens and to candidates working in Indonesia
Duties and Responsibilities:
• Developing strategic approach to achieving program goals and sustainability of program efforts
• Provide technical assistance and guidance to City authorities, implementing institutions and their partners in implementing demonstrative projects or urban disaster mitigation. Supervise program staff and projects (national and regional level) in Asia
• Manage multi-disciplinary teams of subject experts, consultants, ADPC staff, and national partners in developing and Coordinate program implementation with other units of ADPC
• Development of new Urban DRM projects, implementation of City demonstration projects, training courses, information products and networking activities.
• Conduct program monitoring and evaluation activities
• Develop and manage program budgets and work plans
• Ensuring the compliance with the terms of the donors and cooperative agreement.
• Conducting site-visits to monitor the implementation of the national demonstration projects
• Other duties and responsibilities as assigned by Director, Urban Disaster Risk Management (UDRM) Team.
