Position title: Training manager

Rationale:
Asian Disaster Preparedness is implementing a programme that facilitates the integration of tsunami warning in early warning systems of Indonesia, Philippines, Sri Lanka, and Vietnam, with funding support from American Red Cross. The program aims to strengthen multi-hazard warning systems in the countries by:
a) assisting countries to establish early warning national forums, with mass-based organization participation, for regular dialogues between warning information producers and users, to make early warning information actionable and relevant to users;
b) enhancing capacities of National Red Cross Societies in using early warning information to improve institutional and community preparedness to emergencies; and
c) demonstrating the functionality and reliability of early warning systems by addressing last mile problems, determined from a system audit, and engaging with pilot communities.

The Training Manager facilitates the development of training curriculum on hazard risk information translation into impact outlooks and response options, which includes training material development, testing through pilot trainings, and refinement. The Training Manager also assists in organizing and facilitating the Climate Risk Management Team’s regional training courses.

Required Qualifications/ Selection Criteria:

Knowledge:
-University, preferably Masters, degree with a major in training, organizational development, communications, or related subject.
-Background knowledge in disaster management, climate and societal issues, or early warning would be an added advantage.
Experience:At least five years experience in training design and delivery

-Ability to research and develop training materials
-Excellent one-on-one and group presentation and facilitation skills
-Ability to use a variety of learning/ training concepts and principles
-English proficiency in verbal/ written communication
-Excellent interpersonal skills, team-oriented work style, and interest and experience in working in a multi-cultural environment.
-Strong information search and research skills, analytical and creative problem-solving skills, and questioning and feedback skills
-Solid project and time management skills, computer competence, and the ability to use media effectively
-Ability to prioritize and organize workflow and interact at various levels

Personal qualities:

-Commitment to quality, responsibility, high work standards, and initiatives
-Willingness to travel under sometimes adverse conditions

Duties and Responsibilities:


Planning
-Develop and produce curriculum, modules, course book and readings, and other audio-visual materials required, including testing and evaluation tool
-Identify resource persons and facilitate their engagement for training delivery
-Coordinate with Training Coordinator for training logistics and support
-Prepare training program work plan and budget
-Provide flexible learning and assessment strategies which will meet learning needs of a range of training participants

Delivery and Evaluation
-Oversee day-to-day delivery and manage day-to-day requirements of the training course
-Evaluate participants on training effectiveness
-Review the planning, delivery and testing/ evaluation of each training course
-Prepare training delivery and financial reports upon completion of each training program
-Refine curriculum, methods, and materials using feedback from testing and evaluation
