Job purpose
To manage Oxfam's South Caucuses Regional Disaster Risk Reduction Programme covering Georgia, Armenia, and Azerbaijan. To develop and build this regional programme and to expand it's donor base.

Reporting lines
Postholder reports to: Country Director (CD), Georgia
Staff reporting to this post: DRR Project Officer, Georgia. (Matrix and task management of Project Officer (x2) based in Armenia & Azerbaijan)

Budget responsibility
The post holder will be responsible for managing the programme budget of 600,000 Euros.

Key responsibilities
- Lead on ensuring assessments, reviews / evaluations and planning highlight DRR issues, particularly a multi-hazard approach identifying innovative approaches to address underlying causes of risk wherever possible
- Reinforce participatory community analysis and planning activities in the response and recovery phases with DRR best practice (e.g. P/CVA)
- Feed into proposals and reports to donors if needed
- Participate in Oxfam/ other policy development fora to ensure Oxfam's messaging on DRR is appropriate/strong
- Proactive coordination and lobbying with government (national and local), networks of Civil Society and Inter-Governmental organizations, towards integration and prioritization of DRR in long-term development planning
- To effectively manage human and financial resources to implement team strategies and projects
- Undertake capacity development needs analysis of Oxfam staff and partners
- Design/ co-ordinate capacity development in DRR of the same
- Capture and share learning on DRR across Oxfam and with other relevant networks
- Implement the Oxfam performance management system with all direct reports, ensuring clear work objectives and completed end of deployment reviews and develop the performance management system where possible within the programme
- Ensure that Oxfam's programmes are in compliance with ECHO donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
- Represent Oxfam to other international agencies, and local NGO's as appropriate
- Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
- Produce timely situation reports (frequency to be agreed with CD and Regional Humanitarian Coordinator)
- Monitor programme expenditure to ensure budgets are adhered to.

Essential - Skills & Experience
- Knowledge and proven experience in managing the project cycle, including project planning, implementation, expertise in design and implementation of Monitoring & Evaluation frameworks
- Experience of working with implementing partners
- Proven ability in advocacy / lobbying to influence high level change
- Experience linking to and/or building extensive technical networks
- Ideally educated to degree level or with considerable and proven experience of working in DRR and/or humanitarian response programmes
- Fluency in English.

Desirable - Skills & Experience
- Broad knowledge of development issues and national policy and practice in DRR
- Excellent community mobilization skills and experience of participatory analysis and planning
- Experience in capacity development and designing/facilitating capacity development in DRR
- Proven team player who thrives on working with diverse teams including sensitivity to cultural differences and the ability to work in a wider variety of cultural contexts
- Experience in capacity building and sustained accompaniment of partners
- Experience in action oriented leaning and different learning methodologies
- Spoken and written Russian.

Essential - Competencies
- Ability to work with significant levels of autonomy and make prompt and sound decision
- Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience
- Dynamic and proactive attitude with strong networking and influencing skills.

Candidate should ideally be able to freely obtain the necessary travel visas for Azerbaijan, Armenia and Georgia as frequent travel to these countries will be required
