The objective of this project is to strengthen disaster management capacities at local, regional and national level, by establishing effective cooperation between the EU (the Community Civil Protection Mechanism) and the partner countries — and also among the partner countries themselves. The activities to be carried out in the framework of this programme will mainly aim to:
- improve risk mapping and enhance preparedness and response capacities in the region,
- strengthen prevention and preparedness capacities at local, national and regional level,
- improve capacities for a coordinated, effective and efficient disaster response,
- improve information and awareness of populations regarding risk exposure,
- improve the legislative framework in the area of civil protection/disaster management in the partner countries,
- conclusion of administrative arrangements between the relevant services of the European Commission and the interested Eastern Partnership partner countries (already done with Ukraine),
- transfer of EU know-how to the partner countries.

Responsibilities:
To ensure smooth planning and implementation of the technical assistance to the beneficiary aiming to reach the above objectives a team of multi-national key experts will have to be nominated. Lead by an experienced team leader it is expected to include further experts in disaster prevention and management, civil protection and capacity building in the field.

Qualifications and skills:
University degree preferably in a science related to the programme and the tasks and responsibilities above; Full command of English is mandatory. Knowledge of German and Russian is an asset.

General professional experience:
Experience in international and multi-partner projects (within EU or with third countries) in the sector;

For the team leader and/or management positions:
Minimum 10-15 years of experience in a senior management position in international level projects and/or multi- partners projects, incl. as Team Leader.

Specific professional experience:
Working experience in the sector; Team leadership and project management experience with EC co-operation programmes, and/or project evaluation and Project Cycle Management methodology including EC's administrative procedures and contractual/procurement requirements, or working experience in capacity building and monitoring in the sector and in support to policies, or working experience in disaster prevention and management, or civil protection. Proven working experience in the NIS and the region.

Duration: Provisional commencement date will be in autumn 2010 for a period of 48 months.
