General Functions:

Under the direct supervision of the Head of Office in Mozambique, and the technical guidance of the Migration Health Unit in the Mission with Regional Functions (MRF) Pretoria as well as the Migration Health Department (MHD) in Geneva, the successful candidate will be responsible for developing, managing and implementing migration health programme(s) in Mozambique, as well as identifying and facilitating research.

In particular he/she will:

1. Migration Health

• Support the development of Migration Health projects in Mozambique in line with IOM Migration Health global strategy and regional MHD strategies for Southern Africa; a key activity in achieving success in this field will be to continue to map changing and evolving donor priorities in regards to mobile populations health interventions and create strong working relationships with these donors to place IOM as the lead agency in migration health issues in Mozambique.
• Oversee ongoing migration health projects, including but not limited to the United Nations Joint Programme on HIV/ AIDS, Programme Acceleration Funds (UNAIDS), IOM transport corridor research, and prevention activities in the United Nations Joint Programme on HIV.
• Represent IOM on the United Nations “Delivering as One” joint programme on HIV/AIDs (UNTAM) ensuring that ongoing activities are reflected in the programme and that IOM has continued opportunities to identify, implement and receive joint programme funding for expanding migration health initiatives. This will involve contributing to the development of the new United Nations Development Assistance Framework (UNDAF) for 2012 – 2014 to ensure Migrant Health issues are significantly reflected.
• Be responsible for financial monitoring of budgets for all migration health projects, ensuring that expenditure is in line with timeframes and allocated funds.
• Provide support and guidance to the Migration Health Project Manager.
• Be responsible for liaising with implementing partners and facilitate regular mentoring, training & support to implementing partners.
• Liaise with donors, stakeholders from government (particularly the National AIDS Council) civil society, UN agencies and academia to advocate for migrants’ right to health and raise the profile of IOM’s migration health programme in Mozambique, including representing IOM as a member of the UN Joint Team on AIDS, UNCares, Pre-Partners forum, HIV & miners taskforce and the Health Cluster.
• Coordinate any Migration Health research related activities in Mozambique.
• Conduct regular technical presentations on IOM’s migration health programmes and research, especially within the Southern African Development Community (SADC) region.
• Provide support to MRF’s migration health department in developing and implementing regional migration health programmes e.g. advocacy projects, regional workshops, and technical input to regional proposals, reports, and research projects.
• Provide technical support in the area of migration health to other IOM Mozambique programmes, especially in mainstreaming Gender and HIV components in operations/ movements, counter-trafficking, migration corridors/ border management, Disaster Risk Reduction, livelihoods and research activities.
• Prepare quarterly migration health reports, as per an agreed format and with specific indicators, to MRF Migration Health Unit.
• Act as the lead agency in the Transport Sector working group to increase awareness on health issues in this sector and to levy for appropriate interventions.
• Develop private sector partnerships so resources can be secured to increase awareness raising activities and medical assistance in private enterprises, such as but not limited to mining, ports and agriculture.

2. Communications/Media

• Draft, edit, format and finalize inputs from IOM Mozambique for regular IOM reports such as tertiary reports, situation reports and Migration Initiatives.
• Liaise with IOM’s Media and Information department in Geneva and Pretoria including developing and sending regular press briefing notes on any migration health issues.
• Edit final research reports and write articles or brief summaries based on research findings.
• Coordinate dissemination of research reports and articles to key stakeholders at academic institutions and the general public.
• Prepare Partnership on HIV and mobility in East and Southern Africa (PHAMESA) research and/or academic articles for presentation at national and international conferences and forums.

3. Other duties

• Support IOM Mozambique in other programme areas when necessary, such as VOLREP’s, resettlement movements and potential emergency operations. Support IOM Mozambique with project development in non-health service areas.
• Support IOM Mozambique in other programme areas when necessary, such as voluntary repatriations (VOLREPs), resettlement movements and potential emergency operations.
• Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience

a) University degree in relevant field such as development, public health or social work; b) three years experience with proven success in project development preferably within the migration health field; c) minimum of two years experience in research and programming in development and humanitarian assistance; d) experience and knowledge of the national development environment and the social and political dynamics of HIV in Southern Africa.

Competencies

a) Good knowledge of migration and public health programmes and medical services in relevant countries/region; b) knowledge of structure and function of national and international health agencies and organization, and general migration and mobile population related issues; c) excellent writing, communication and negotiation skills; excellent proposal and report-writing; d) strong strategic, creative thinking and analytical skills; e) excellent organizational skills and effective resource management skills; f) demonstrated ability to supervise and direct staff and create team-oriented environment; g) excellent representation skills; h) personal commitment, efficiency, flexibility and drive for results; i) demonstrated gender awareness and gender sensitivity; j) ability to work effectively within a team and with colleagues from varied cultures and professional backgrounds; k) good level of computer literacy including database applications.

Languages

Excellent knowledge of English. Working knowledge of Portuguese a strong advantage.
