Purpose of position

The regional disaster risk management delegate, in cooperation with other zone team members, has the responsibility:

1. To develop, consolidate, expand and update disaster risk management NS programmes and activities especially with local communities improving their impact through an integrated approach process of consultation, analysis and participation of different actors. Keeping particular emphasis and support to Haiti, and acting a thematic focal point for urban risk and climate change for the whole zone.

Description of Duties

1. Support the national societies, through country support plans, and the continental DRM team in the region in the implementation of the Americas Risk Reduction Strategy and plan of action and reflected in their national strategic plans.

2. Increase the awareness of the National Societies about the responsibilities around Disaster Risk Management agenda adopted in Regional and Inter American meetings, with especial emphasis on Urban Risk and Climate Change.

3. In the specific case of Haiti, to support to Haitian RC and the DRM team in country in the implementation of DRM programme of the Federation Wise Strategic Framework in close coordination with Haiti support unit in Panama and the other programmatic areas.

4. Support the country plan approach developed and monitored with the Regional Representations in America ensuring the adequate development and implementation of DRM programme and promoting an integrated and collaborative approach within other programmatic areas.

5. Disseminate and Promote building safer and resilient communities' framework within the National Societies strategic and plan actions.

6. Increase knowledge, dissemination and NS use of the existing Federation policies, including Code of Conduct and other quality standards tools to seek for regular training activities and clear systematization processes of its implementation.

7. Ensure that lessons learnt and good practice in the region are compiled, used to improve future planning, programming and implementation and shared within the region as well as with the relevant departments for wider dissemination.

8. Enhance the level of coordination and project implementation with other Federation technical programmes and delegates, especially OD, Health, Volunteer management, Disaster Response, shelter, IDRL, communication, the centres of reference in promoting, developing and supporting disaster risk management initiatives and more specially community based integrated approach programmes.

9. Ensure adequate coordination with all the DRM networks in the regions, and also providing technical support on the implementation of the regional DRM frameworks.

10. Support NS in the scaling up for disaster risk management initiatives both NHQ and branch levels and coordination initiatives with non Red Cross Members.

11. Consolidate and systematize the community based assessment and planning process, methodologies and risk reduction best practices for better dissemination and increase Community Base Disaster Management impact through adequate use of existing tools such as Des Aprender, indicators for measurement and development of more sustainable mitigation and early warning initiatives.

12. Increase the utilization of Well Prepare National Societies and mechanism to improve quality standards and quality service delivery, through the implementation of a common methodological procedure and indicators to measure the capacity building impact.

13. Increase coordination mechanisms, sharing knowledge and best practices with Partner Red Cross Societies - PNS and ICRC acting bilaterally in the Americas, in order to ensure their commitment to support the achievement of the implementation of the Inter American Conference Plan of Action.

14. Liaise with and develop, when appropriate, partnerships or agreement with international agencies of UN system, partners such as ECHO, DFID, OFDA, CIDA, AECID, ISDR, World Bank, international organizations. Particular attention should be given to the technical support to National Societies with the National Disaster Management Systems and the implementation of National Platforms for Disaster Risk Reduction as part of the Hyogo Framework for Action, and more specifically, on the auxiliary role of the Red Cross. Strengthening the relationship with the sub-regional systems in America (CAPRADE, CDEMA, REHU, CEPREDENAC)

15. Produce regular, accurate and timely reports for the Federation and for donors.

Accountability

1. To ensure efficient and effective management of any Federation resources in the programmes under responsibility.
2. To ensure that the Federation Secretariat, through the regional representation, is kept fully informed on developments in the country and on any programmes under responsibility.
3. To ensure compliance with Federation procedures, regulations and policies in the area of operation.
4. To seek management and policy advice and guidance as required.

Duties applicable to all staff

- Actively work towards the achievement of the Secretariat's goals.
- Abide by and work in accordance with the Red Cross Red Crescent principles.
- Perform any other work related duties and responsibilities that may be assigned by the line manager.

Education

- Relevant university degree (social sciences) or equivalent qualification
- Relevant training in disaster risk management, particular emphasis on Urban Risk, Climate change and capacity building in DP.

Experience

- Four years experience of working for a humanitarian aid organisation in disaster management in developing countries in similar positions in NGOs or other no-profit organization.
- Development and implementation of training programmes.
- Experience of analysing, planning, and managing urban risk, climate change and development programmes and resources.
- Proven experience in community-based programmes and projects and/or participatory methodologies.
- Previous volunteer management experience an asset.

Skills


- Self-supporting in computers (Windows, spreadsheets, word-processing, e-mail).
- Valid international driving licence (manual gears).
- Skills in training and developing staff, preferred.
- Facilitator.

Languages


- Fluent in Spanish and English.
- French optional.
