The Role


As a team member of Thailand programme, you will work with the team and partners in managing projects – project cycle management (sustainable agriculture in relation to climate change, food security and women economic leadership) and monitor relevant policies that impact the poor communities in Thailand for providing policy analysis. Taking part in the campaign on economic justice, you will actively look for opportunities for effective lobbying, as well as build up partnerships and alliances to ensure public mobilization, advocacy and campaigning.

The purpose of the job is to support and contribute to a high-quality development programme in Thailand in line with the Thailand National Change Strategy and East Asia Regional Change Strategy, and to facilitate learning and exchange about our programme, partners and allies.

The budget responsibilty is approximately GBP 150,000 per year.

Dimensions

- Manages livelihood, agriculture, climate change and women economic leadership projects funded by unrestricted fund and restricted fund, administration functions/systems in a small and dynamic team of Thailand Country Programme.
- Manages livelihood advocacy in line with Oxfam Economic Justice Campaign and national policy.
- Draws from a number of information sources to inform individual and group decisions.
- Work involves regular internal and external contacts at various levels
- Solves more complicated problems, which have some variety, and takes decisions based on a number of options.
- Tasks are combination of routine and identification of new learning, challenges and opportunity but require high degree of discretion.
- Requires to give information to senior level to facilitate decision making both on operational issues, programmatic issues and policiy issues.

Key responsibilities

Program Development


- Support the Programme Coordinator, and Thailand Country Programme to identify strategic opportunities for development of Oxfam’s programme in line with the Thailand National Change Strategy and Regional Change Strategy
- Identify, establish and maintain contact with individuals, groups and associations that are of particular concern to Oxfam GB strategic interests in Thailand.
- Support the Programme Coordinator and Thailand Country Programme in development and drafting of project proposals and funding applications for submission to Oxfam and other donors. Program support and administration
- Appraise livelihood project proposals and organizations, in order to support strategic programme development by the Thailand Country Programme.
- Consult with partner organizations and relevant academic institutes, associations and allies to develop specific strategies on the basis of identified needs.
- Responsibility to ensure that Oxfam’s project management systems are fully implemented, and that partner organizations are aware of and able to follow them to the highest standard.
- In liaison with Programme Coordinator , to prepare interim and final narrative reports to donors as required
- Maintain Oxfam Programme, Accountability and Learning (OPAL) comprising of PIP, OPAL and MEL, and Corporate Restricted Income and Expenditure Management System and Organisation Project (CRIMSON), and in coordination with Programme Finance and System Manager maintain files to ensure propoer recording of correspondence meetings, and associated proga Programme documentation.
- In consultation/coordination with the Programme Finance and System Manager, monitor and assess project budgets ensuring full financial accountability of Oxfam GB/s and partner’s projects/programmes.
- Prepare reports as requested by Programme Coordinator and Thailand Country Programme. Programme quality, learning, and communication
- Assist partner organisation in identifying and developing their capacity needs in order to improve the quality of programme action in Thailand.
- Ensure and support the design, implementation, monitoring and evaluation of all projects in collaboration with partner organisation.
- Facilitate local and international networking between project partners and other organizations, and encourage cross-programme learning between Oxfam GB offices.
- In agreement with the Programme Coordinator and Thailand Country Director, advocate with and on behalf of groups identify by Oxfam on livelihood/agriculture and climate change relevant policy and rights issues as appropriate.
- In consultation with Programme Coordinator, Thailand Country Programme and Regional Media Team and cooperation with partners produces advocacy materials for advocacy work (human interest, case studies, policy brief paper, etc)

Skills and competence

- Good knowledge and understanding of climate change adaptation
- At least 3 years of experience in development work in an NGO
- Project management skills and proven experience of independent work with limited supervision.
- Strategic thinking and analytical skills, good understanding of the socio political context in Thailand.
- Excellent communication skills and an ability to write in English and Thai
- Report writing skills, administrative experience and word-processing skills, including use of the internet, and the ability to organise, plan and prioritise work according to deadlines.
- Strong numeracy skills
- Very good interpersonal skills & flexibility to work within a dynamic & sometimes unpredictable work environment
- Bachelor degree or Master degree in relevant fields is an advantage ( Desirable )
- Ability to travel
