Background

Under DIPECHO’s 7th Action Plan for South East Asia, UNDP implemented the project titled “Strengthening Disaster Risk Reduction practice in Myanmar through research and enhanced inter-agency coordination” with the principal objective “to enhance natural disaster risk reduction programming in Myanmar”.

The project was expected to have the specific results of profiling natural disaster risk of Rakhine State and to improve inter-agency coordination and sharing for DRR. The project was implemented during the period of May 2010 to Oct 2011.

At the end of the project, it is to be evaluated by an external evaluation expert to review the relevance, efficiency, effectiveness and impact of the project. The evaluation will provide information on the outcomes and impact of the investment, as well as recommendations for future programming.

Objectives of evaluation

- Assess the main outcomes of the project with regards to its verifiable indicators in the log-frame.
- Assess the whole implementation process to evaluate how project activities have contributed to improvement of DRR practice.
- Review the relevance, efficiency, effectiveness and impact of the project.
- Provide recommendations to different DRR stakeholders, including the government, the implementing agencies, the research team and the donor, for future programming.

Duties and Responsibilities

Scope of Evaluation

The evaluation will cover to evaluate the whole process of the project implementation which produced the following specific results:

- Determine natural disaster risk profile of Rakhine State.
- Improve Inter-agency coordination and sharing.
- Launch regular coordination meetings and inter-agency activities.
- Compile and publish “CBDRM / DRR Good Practice” document and video.
- Inter-agency cross-visits for sharing experience, dissemination of lessons learned and support for public awareness on DRR/CBDRM

Methodology

The evaluation will be carried out through analyses of the products and services delivered by the project.

The evaluation expert will conduct key informant interviews as needed. Interviewees will be selected to have a broad representation of the members of DRR Working Group and DRR stakeholders at different levels within the project area. The interviewees may include the government personnel from relevant ministries and departments of national, state and township levels who involved in the Natural Disaster Risk Profiling of Rakhine State, the DRR practitioners and personnel from UN and NGOs who involved in the project activities and inter-agencies coordination led by DRR Working Group.

Evaluation will look at how the project activities and outputs, namely; Natural Disaster Risk Profiling of Rakhine State, inter-agency collaboration through cross-visits, workshops, documentation of good practices and other activities have contributed to improvement of agency DRR practice.

The evaluation expert should apply the norms and standards for evaluation established by the United Nations Evaluation Group.

Expected output

The quality of the evaluation report will be judged according to the UNEG Evaluation Standards and the ALNAP Quality Proforma. The report will be written in good Standard English. If the report does not meet this required standard, the evaluation expert will ensure at his/her own expense the editing needed to bring it to the required standard.

Week one:

- Desk review of existing documents and materials including: Single form of the project, Interim Report, the documents produced by the project
- Development of report structure in consultation with UNDP
- Visit to the project areas, Sittwe and 2-3 selective townships in Rakhine to meet/interview with the government departments/UN agencies and NGOs who involved in the Natural Disaster Risk Profiling of Rakhine State and cross-visits to DRR Good Practices areas.

Week two:

- Interviews of key informants from departments and agencies of Yangon and Nay Pyi Taw
- Drafting of report
- Sharing the initial findings of evaluation to UNDP
- Finalization of report
- Submission of report

Competencies

Proposal should include the following:

• Proposed work plan, methodology and approach:

- Overall quality: Is the proposal well presented, clear and concise? To what degree does the Proposer understand the task?
- Method: Is the method and analytical approach logical, realistic and well defined in the presentation and reflect the correct understanding of the ToR?
- Planning: Is the planning and sequence of activities logical, realistic and promise efficient implementation of the assignment in line with the ToR?
- Scope: Is the scope of work well defined and does it correspond to the ToR?

Required Skills and Experience

Education

- Post graduate degree (Master) in social work, social sciences, international development or other relevant field
- Knowledge in DRR/CBDRM related field

Experience

- Extensive evaluation experience of humanitarian programs, in particular, experience in evaluation of DIPECHO projects in Southeast Asia
- Experience working in the United Nations or in an international non-governmental organization
- Institutional knowledge of the UN and NGO actors
- Knowledge of the Myanmar context

Language

- Excellent writing and communication skills in English
