Summary

Reporting to the Haiti Country Representative (CR), the Head of Programmes will be responsible for the development and implementation of programs aimed at strengthening the ability of the HRCS to meet their 2015 strategic objectives. Key program areas include Health, Disaster Risk Reduction, Capacity Reinforcement of the Host Society and Violence Prevention. He/She will be responsible for the management of international delegates and national staff responsible for specific programs, in close collaboration the Delegation Senior Management Team.

Key responsibilities 

• Manage the implementation of all CRC programs in support of the HRCS strategic objectives; 
• Coordinate and supervise the program work being done by international delegates responsible for individual projects, with a focus on integration of programming between sectors. 
• Controlling of implementation of activities according to work plans, of achievement of objectives and of expenses against budget. 
• Ensure appropriate quality management of the various projects and programs. 
• Supervise and guide the work of complementary program functions, such as the Beneficiary Communication and accountability, and program monitoring, evaluation and reporting. 
• Work towards the achievement of National Red Cross / Red Crescent Society goals in Haiti through effective managerial and lateral relations and teamwork. 
• Ensure accountability to beneficiaries guided by the current framework; e.g. ensuring programs communicate effectively with communities, integrating beneficiary feedback though participatory methods, assessments, complaints mechanism into decision-making and implementation. 
• Ensure coordination and collaboration with the Haitian Red Cross in CRCS programming with an emphasis on supporting the HRCS in building their capacity in these technical areas in order to help meet shared objectives for program sustainability. 
• In coordination with the CR, initiate and support efforts to establish alliances and partnerships within the Red Cross / Red Crescent Movement and with non Red Cross / Red Crescent partners in the areas of programming.
• Lead the development of new programming initiatives, including assessment and proposal development, in coordination with the HRCS.
• Provide operational support in the implementation of the transition plan 2012. 
• Ensure timely and relevant narrative reports by the technical coordinators. 
• Perform other work related duties and responsibilities as may be assigned by the supervisor

Qualifications

• Post graduate level education in a related discipline is preferred or an equivalent combination of education and experience. 
• Demonstrated experience in program management, (assessment, strategic planning, program development, program implementation and monitoring and evaluation) 
• Practical knowledge of program integration and multi-project programming. 
• Excellent communication skills, both verbal and written, in French and English is essential. 
• Demonstrated experience, initiative and expertise in managing and motivating teams in complex environments. 
• Solutions oriented with demonstrated analytical skills. 
• Previous Red Cross Red Crescent (RCRC) Movement experience is strongly preferred 
• Previous experience in the implementation of community-based programs through local partners 
• Previous experience working in a post disaster and/or recovery context 
• Demonstrated ability to perform at a high level in complex environments. 
• Demonstrated experience working in the implementation of complex programs in challenging locations.
