Background

Under the overall supervision of IOM Chief of Mission in Juba and the direct supervision of the Programme Manager, Data Management, the successful candidate is responsible for IOM's geographical information activities. 

Core functions / responsibilities

Establish and maintain links with field offices of IOM, UN agencies, INGOs and other local organizations for identification and collection of conventional and geospatial information. 
Develop and maintain systems and procedures for the information management unit (GIS and database) for data collection, processing, analysis and storage along with enforcing strategic guidelines for conventional and geographic data preparedness, consistency, quality assurance and confidentiality, adopted by the Mission and sector to protect sensitive data.
Work closely with the Information Management Working Group (IMWG), representing IOM and support the group's mandate in data collection and management.
Supervise the collection of tracking and monitoring data information from the field offices, coordinate the information, support in geospatial and statistical analysis of data and ensure timely and regular provision of information through daily, weekly and monthly reports and maps to partners and stakeholders like OCHA and the Emergency Return Sector.
Ensure timely preparation of sector-specific large-scale operation maps and small-scale briefing maps to support IOM's operations in the region.
Prepare or contribute to preparation of short-term project proposals on identification and filling of data gaps specific and relevant for the Mission's objectives.
Develop and conduct training modules for mission staff to understand and use GIS and database systems and equipments like Global Positioning System (GPS) and Map plotters in the field as required.
Develop a multi-project database to store specific information about a unit's progress and achievement and facilitate cross-unit co-operation through user friendly tools and interfaces.
Participate in operational management of the unit, assist in project implementation, and conduct field work/missions as required by the Head of Unit/Mission.
Perform such other duties as may be assigned.

Desirable qualifications and experience 

a) completed Master's degree from an accredited academic institution preferably in Computer Science, Media or Social Sciences or any discipline related to Disaster Risk Management or Information Management from an accredited academic institution; 
b) three years professional experience (or five years professional experience for candidates holding a first level university degree) in Information Management or Disaster Risk Management; 
c) experience in the development and implementation of population database a distinct advantage; 
d) In-depth knowledge of the latest technological developments in geographic information, mapping, image processing and Global Positioning System (GPS). 

Language 

Thorough knowledge of English. Working knowledge of Arabic an advantage.
