Background

The post holder will provide regional analysis and updates on the evolving food security situation in the Southern Africa region. In times of acute crisis, the role provides direct advice and support to countries in order to ensure appropriate and timely emergency response. In addition to building the capacity of in-country staff and partners to design high-quality EFSL responses, the post holder will be active in providing support to programme development within the Malawi programme, regional coordination groups and will ensure linkages with Oxfam's work on economic development, climate change adaptation, and disaster risk reduction.

Key responsibilities

The post holder will ensure the quality and impact of Oxfam's emergency food security and livelihoods work in Southern Africa by analyzing regional food security trends, providing technical support and capacity building to country programmes, leading new emergency assessments and programme planning, and linking programme experience to advocacy and campaigning efforts.

Skills and competence

• At least 5 years field experience in designing and implementing food security and/or nutrition programmes in both humanitarian and development programmes, in different contexts.
• In depth understanding of nutrition and food security related issues in humanitarian and development including food security and livelihood assessment & surveillance, food aid distribution and alternatives such as cash, social protection, and disaster risk reduction approaches.
• Proven experience in analysing food security situations and translating into programming and advocacy
• Experience of analysing markets in emergencies and ideally the EMMA toolkit, and using results in innovative project design
• Experience and/or understanding of the Southern African context, especially of the causes of chronic food insecurity and increasing vulnerability to natural disasters.
• An appreciation of the links between gender, HIV and AIDS, DRR and food security and livelihoods and practical experience linking these to project activities.
•  Proven experience of contribution to and leadership of strategic planning exercises.
•  Proven communication skills as well as representation experience at high-level donor and inter-agency coordination fora. Direct experience in advocacy will be required.
•  Excellent verbal and written communications skills. Good written and spoken English is essential. Ability to work with diplomacy, tact and sensitivity
• Well developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure.
• Capacity building skills and experience, including training, coaching and shadowing experience.
• Concurrence and agreement with the aims and objectives of Oxfam.
• To be familiar with and abide by the NGO/Red Cross Code of Conduct, People in aid, and other regulatory codes
