Background

The NEDA-Regional Development Coordination Staff (NEDA-RDCS) is requesting applications from individual consultants to design and implement a communications and advocacy strategy for the Integrating DRR/CCA Project.

The Project aims to: (a) enhance local awareness and understanding of climate change and its aggravating effect on existing natural hazards; (b) develop tools to enable the formulation of physical framework/land use and development plans that address existing hazards while considering climate change risk; (c) demonstrate practical integrated DRR/CCA approaches at the community level; and (d) improve the national enabling environment through national and local DRR enhanced CC plans and multi-stakeholder coordinating mechanisms. Partner agencies are the Housing and Land Use Regulatory Board (HLURB) and the Climate Change Office (CCO).

The communications strategy must comply with the requirements of the Australian Agency for International Development (AusAID) and the United Nations Development Programme (UNDP).

Scope of work, responsibilities

The Communications specialist shall develop and implement internal and external communications strategy that will: (a) advise and transfer knowledge to project partners, and, (b) drum up public interest and support to project advocacies.

To achieve this, the specialist shall:

• conceptualize and design multi-media information and promotional materials that will establish a unique identifier for the project
• prepare and publish press statements, messages or speeches
• organize events or information campaigns that will increase media or public visibility of the project as needed
• prepare popular or laymanized versions of knowledge products

Expected outputs

• Communication and Advocacy Plan that contains: (a) a core message/slogan that captures the objectives, principles and advocacies of the project; (b) strategies on how to raise awareness and elicit interest on the project; (c) specific information or promotional materials that will be produced at a given time; and (d) strategies for dissemination and popularization of knowledge products.
• Newsletters
• Video clips
• Concept, design and layout of IEC materials, such as but not limited to: brochures/flyers; media/information kits; signages and slogans; shirts, bags, and other promotional materials.
• Popular or laymanized versions of manuals, guidelines and other knowledge products to be produced within the period of engagement

Final terms of engagement and other requirements shall be agreed upon by NEDA-RDCS and the selected consultant. Domestic travel is contingent on project requirements.

Qualifications

• Advanced degree (M.S. or Ph.D.) in development communication or related field;
• At least 5 years experience in development communication, public relations, advertising, media, or related field;
• Demonstrated competence in producing creative information and promotional materials
