Summary statement of responsibilites

For 2012-2013, the Red Cross Movement strategy (of which this program is a part) will aim at increasing capacity in monitoring relocated households and strengthening the future sustainability of the resettlement grant approach, mainly by linking grants with job creation, life skill trainings, and small business activities. Reporting to the Country Representative, the position is responsible to support the objectives of the Canadian Red Cross’ contribution to camp decongestion activities in Port au Prince, namely in supervising the technical aspects of the CRC-specific resettlement program.

The ultimate goal of this program is to ensure that families living within spontaneous settlements have their basic living (shelter, water and sanitation) needs met and are able to take steps towards recovering their livelihoods. This position will support registered households residing in Port au Prince camps with accessing improved shelter conditions in a community. The Resettlement delegate will work in line with the Integrated Neighbourhood Approach (INA) and in coordination with the IFRC to identify which aspect of shelter improvement is appropriate ( ie: resettlement cash grants, rental subsidies, the construction of a shelter or the reparation of a damaged house). The Resettlement delegate will also manage the re-establishment of beneficiary product assets and access to markets through cash transfer mechanisms or other livelihood support means, drawing on lessons learned during similar activities conducted by the IFRC. S/he will also be responsible for the day to day coordination of CRC-specified decongestion activities and the management of national staff team leaders. This position is based in Port au Prince, within IFRC Base Camp, and will require frequent visits to camps and spontaneous settlements within the capital.

Key responsibilities

Project development


• Further refine the Canadian Red Cross resettlement project concept, taking into consideration the current resettlement project managed by the IFRC.
• Assist with the setup of a base of operation for the Canadian Red Cross Society, within IFRC base camp.
• Assist with the recruitment of all national staff or volunteers required to deliver the program.

Project management

• Manage specific aspects of the project, in coordination with the Country Representative and in consultation with the IFRC for technical support. These activities may include the assessment of spontaneous camps and settlements, the offering of relocation solutions to targeted households, the delivery of those solutions and the follow up with livelihood support activities such as vocational training as appropriate.
• Oversee the inspection of return dwellings for safety and appropriatness in terms of living conditions, namely with respect to water and sanitation.
• Ensure that all objectives of the resettlement project are met, including supporting the re-establishing of households and improving livelihoods of the affected population in order to increase the economic coping capacity of relocated households;
• Monitor the economic improvement of beneficiaries that were involved in the project to ensure relevance and ongoing improvement of the project strategy;
• Work with relevant CRC Program Coordinators and other stakeholders to ensure that the program takes into account and addresses priority cross cutting issues such as protection of vulnerable groups, environment, disaster risk reduction, water and sanitation and ensuring that projects are in line with the humanitarian principle of 'do no harm';
• Ensure that the CRC Beneficiary Accountability Framework is incorporated within the Resettlement project and the beneficiary communication plan is in line with CRC Beneficiary Communication overall strategy.
• Prepare progress reports on a monthly basis, or as requested by the Country Representative.

Personnel management

• Manage community mobilization team leaders and mobilization officers in the day to day conduct of activities ;
• Ensure the well being of all staff under his/her management, including their safety and security;
• Promote a positive work environment in line with the principles of the Red Cross in terms of gender equity and inclusion.
• Ensure a positive learning environment for staff and volunteers, focusing on performance management.

Representation

• As requested by the Country Representative, represent the Canadian Red Cross in forums dealing with shelter, the Integrated Neighborhood Approach, Livelihoods and/or relocation.
• Develop and maintain positive and progressive working relationships with the Haitian Red Cross, the IFRC, other National Societies and national and local authorities.

Qualifications


Required qualifications

• University Degree in social sciences, economics, international studies and/or equivalent experience in the field of community development
• A minimum of 3 years of professional experience in community development, preferably in a post-disaster or post-conflict environment.
• Experience in mentoring and leading teams, as well as human resources performance management. • Self-supporting in computers (MS Word, Excel, PowerPoint and Project; Lotus Notes, internet)
• Fluency in English and French is mandatory.
• Knowledge and commitment to the Principles of the Red Cross/ Red Crescent Movement.
• Demonstrated Experience in community participatory approaches and tools

Preferred qualfications


• Degree or similar professional qualification in livelihood, shelter and /or resettlement programming
• Technical expertise in shelter and Water and Sanitation, in order to supervise the inspection of resettlement dwellings
• Familiarity with Sustainable Livelihoods Framework
• Experience in community management in a post-disaster urban context
• Experience with cash grants and vocational training
• Previous Experience working in Haiti
