Background:

Purpose of position:

The Federation Secretariat specifically has the responsibility to ensure it is providing effective technical support services to its membership while promoting membership adherence to strategies, policies, and agreements which will maintain and uphold the work quality, image and integrity of the Federation and Movement. This requires that effective coordination mechanisms be established in all stages of the programme management cycle, and includes information management and external relations coordination.

At the operational level, this position is required to support a technical standard setting, integrated strategic planning, monitoring and evaluation approach within both a Movement Coordination Framework and within a shifting external political and donor stakeholder environment geared to more effectively advocate for and provide services to beneficiaries, engage in short and long term planning, and to support the Haitian Red Cross in relevant and sustainable disaster and risk management actions.

The purpose of the role therefore is specifically to promote effective cooperation of the Red Cross/Red Crescent (RC/RC) Movement components in the technical area of disaster and risk management to share and/or align resources and actions in order to ensure effective service delivery to vulnerable communities in Haiti, in line and in close coordination with the Haitian Red Cross.

NB: As the delegation continues to undergo restructuring to better address the complexities of the recovery context, this position may transition to the National Society Support and Knowledge Management unit during 2012.

Description of key duties and responsibilities:

• Oversees the services provided to the Haitian Red Cross and the community by Movement partners engaged in disaster and risk management activities.
• Facilitates and promotes the integration of effective disaster and risk management actions into the programming sectors for shelter, water and sanitation, health and hygiene promotion, and livelihoods.
• Facilitates and promotes the implementation of the Federation wide strategic framework for disaster and risk management, including support and input to the Federation wide reporting.
• Oversee HRCS management and implementation of a disaster and risk management project in the West department, financed by ECHO and implemented by the Haitian Red Cross.
• Coordination and relationship management
• Leads the disaster and risk management technical working group comprising of Haitian Red Cross and implementing Movement partners and enables collaborative support as required, including technical assessments, project development and design.
• Oversees the timely consolidation and dissemination of information on Movement disaster and risk management project activities to Movement partners and external stakeholders.
• Represents the IFRC disaster and risk management activities in front of international, government and non-government agencies and collaborates as requested.
• Networks and coordinates with the Government of Haiti representatives with especial focus on the Civil Protection Directorate, NGOs, UN and other international and national organizations to share disaster and risk management information and resources and to create synergies among programmes.
• Assists the Haitian Red Cross in managing Movement partnerships and relationships with international external agencies on disaster and risk management issues, supporting and strengthening the coordination capacity of the National Society as required.
• Facilitates negotiations, problem solving, and trust building among Movement partners ensuring coherent and consistent approach to disaster and risk management, as well as advocating for common Movement partner positions.
• Keeps regular communication and coordination with Zone Coordinatorfor Disaster and Risk Management.
• Knowledge sharing and learning
• Collect and disseminate lessons learned on disaster and risk management from Movement partners and external stakeholders, with a special focus on urban risk.
• Support data collection among Movement partners (mapping of activities, results, key stakeholders etc.), ensure effective analysis, feedback and use of data.

Duties applicable to all staff:

Position requirements

Education:

• Basic Delegates Training Course or equivalent knowledge.
• Degree or similar professional qualification in DRR/DRM

Experience:

• Experience on working for the Red Cross/Red Crescent.
• Experience on management and coordination.
• Institutional Knowledge (IFRC/PNS/DRM programmes and others)
• Experience on managing and supporting staff.
• Experience on managing budgets.
• Experience of working for a humanitarian aid organisation in a developing country

Knowledge and skills:

• Self-supporting in computers (Windows, spreadsheets, word-processing, e-mail)
• Skills in training and developing staff, preferred
• Facilitator

Languages:

• Fluent written and spoken Englis
• Fluent written and spoken French
• A good working knowledge of one of the additional languages of the Federation (Spanish, Arabic) would be preferred
