Context:
Under the overall supervision of the Chief of Mission (COM) based in Pohnpei anbd the direct supervision of the Programme Manager for the Climate Adaptation, Disaster Risk Reduction and Education Programme (CADRE) being implemented throughout the Federated States of Micronesia and the Republic of the Marshall Islands (RMI).
This position will entail the provision of technical expertise in the area of education and knowledge on climate change adaptation and disaster risk reduction concepts. This position is responsible for coordinating the education component of Track 1 assistance of the CADRE Programme. Specifically, the Programme Officer (Education) will oversee the roll-out of program targeting the education of at least 10,000 students across the FSM and the RMI.
Core functions/ responsibilities:
Under the guidance of the Programme Manager, coordinate the education component of the CADRE programme in the FSM and the RMI ensuring that IOM meets deliverables as specified in the project documents.
Develop a work plan for the delivery of simultaneous classes, community outreach, teacher training and simulations in climate adaptation and disaster preparedness education across 50 schools in the FSM and the RMI.
In close collaboration with selected local and regional partners/vendors, develop and refine the Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) educational curriculum for primary and secondary students based on the integrated pedagogical approach.
In collaboration with the Program Manager, maintain government liaison with the relevant line ministries at the national and state government levels. In addition , coordinate and implement formal teacher trainings for local educators, to enhance their knowledge of CCA, DRR, and the core principles of the CADRE Program
Arrange at least six focus groups with local primary and secondary students to ensure that the IEC materials are locally relevant, culturally sensitive, and age appropriate
In coordination with the Heads of Sub-Office provide guidance to IOM trainers based in the respective sub-offices for the delivery of the educational component of the CADRE program in the six main population centres of the FSM and the RMI.
Identify appropriate local partners for collaboration in the delivery of the education component of the CADRE Programme and if warranted propose recommendations for grant assistance to local NGOs.
Facilitate and monitor the delivery of the education program elements, to ensure the delivery of high quality product/services, collection of accurate information and efficiency in methodology, while providing technical oversight as needed. Ensure timely and accurate data collection of key deliverables under the education component of the Programme.
Participate in local and regional coordination meetings to ensure coherence in IOM activities, education policies of the respective countries and donor priorities. At the request of the Programme Manager, participate in relevant meetings and seminars and represent IOM.
Prepare timely, accurate and well written reports for senior management based in Pohnpei Head Office and provide input for press releases and public information materials.
Undertake regular inter- state travel in direct support of programme and other travel as requested by the CoM or Programme Manager.

Desirable qualifications and experience:
a) completed Masters degree from an accredited academic institution, preferably in environmental science, education, international development or closely related areas; b) two years of work experience in the field of education or international development (four years of work experience for applicants possessing undergraduate degree only); c) good understanding of the scientific basis for climate change and disaster risk reduction d) work experience in remote or hardship environments in, including experience in conservation and/or disaster risk reduction ; e) experience working with an non-governmental organization and/or international organization highly advantageous; f) experience in implementing climate change adaptation and/or disaster risk reduction projects in the Pacific region a distinct advantage.
Languages
Excellent command of English is essential; some knowledge of local languages is beneficial
