The Technical Advisor - Disaster Risk Management is responsible for providing technical guidance and facilitation support to program units engaged in disaster preparedness and in disaster response interventions. S/he is responsible for developing Plan Liberia’s DRM operational plan and response strategy in-line with Plan’s DRR policy and operational protocols. S/he will be the main technical focal point for collaboration with the Regional Office, Country Office and Program Units.

Roles and responsibilities:

• Development and operationalization of Plan Liberia’s DRM strategy and operational plan
• Develop and maintain a risk management plan
• Disaster Preparedness technical guidance and capacity building to program units
• Development of long term Disaster Risk Reduction program proposals
• Responsible for preparedness of support functions at CO and PU level
• Represent Plan Liberia in country at inter-agency collaboration meetings and task forces
• Directly responsible for managing the country level budget for DRR
• Manage Emergency response as part of the Country Coordination Team

Qualification, skills and behaviours required to achieve role’s objectives:

Qualification

• A Masters degree in Disaster Management/ Environmental Protection/ Climate Change/ Development
• Post Masters qualifications in DRM/ Climate Change an advantage

Skills and experience

• Experience of developing a DRM strategy, operational protocol
• Significant hands on experience in disaster situations (at least two) and dealing with refugees (at least two)
• Evidence of grants proposal development in the DRR & DRM space
• Comprehensive understanding of Disaster Risk Management in the Liberian and West African context
• Evidence of technical leadership in DRR (publications, awards, professional membership)
• At least 7 years of experience in an international/ national organization
