Oxfam GB is seeking an international consultant to undertake qualitative research to follow-up on our effectiveness review of the Community-based Disaster Risk Management and Livelihoods Programme in Pakistan.

The specific objective of the consultancy is to explain and build upon the findings of this review, asking in particular why programme interventions had the positive impacts demonstrated by the review, and why some ‘resilience characteristics’ were unaffected. On the basis of this study, the consultant will make recommendations to improve Oxfam’s adaptation and risk reduction (ARR) and related programmes in Pakistan and elsewhere.

The consultant will be an experienced researcher familiar with the methods of in-depth qualitative research, as well as the use and interpretation of quantitative data. Knowledge of DRR / ARR and/or related fields is essential, as is an understanding of social research and gender analysis in rural settings. Existing knowledge of Pakistan will be an added advantage, as will practical experience of ARR programming here and/or elsewhere.

The successful candidate will be required to work with Oxfam staff and partners in both the UK and Pakistan for a total of 35 days in February / March 2013, completing a written report before the end of the current financial year.
