RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in the Technology Park in Kihei, Maui, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
Duties:
Responsible for designing and implementing Risk and Vulnerability Assessments (RVA) that meet varying client needs, and applying appropriate quantitative, qualitative and/or spatial analysis techniques. Works with other technical staff to integrate RVA inputs, outputs and methods into PDC products and services. Contributes to the development and evaluation of methods supporting automated event-based assessments. Researches and recommends approaches, methods and tools to enhance PDC’s RVA capability and capacity. Provides technical assistance and serves as a subject matter expert to internal and external clients on RVA, and supports capacity enhancement activities. Contributes to and conducts outreach activities and assists in the demonstration of PDC applications and capabilities to clients. Serves as technical lead or task lead as appropriate.
Primary qualifications:
Education:
Master’s Degree from an accredited college or university in Geography or other field related to environmental hazards and disasters (Bachelor’s Degree from an accredited four (4) year college or university with three (3) years of related work experience may substitute for a Master’s Degree).
Experience:
Four to six (4-6) years of experience in research design and data analysis. Two to four (2-4) years of direct experience applying qualitative, quantitative and/or spatial data collection and analysis methods to analyze and communicate disaster risks and potential impacts. Two to four (2-4) years of experience using Geographic Information System (GIS) software to manage and analyze data.
Knowledge/skills:
Strong background in research design, data collection and evaluation. Knowledge in analysis methods including statistical and spatial techniques, and the presentation of data and results. Strong knowledge of RVA frameworks and methods, including those related to analysis of socio-economic factors. Understanding of disaster related phenomena and impacts. Direct working knowledge of GIS and Environmental Systems Research Institute (ESRI) products and statistical packages such as Statistical Package for the Social Sciences (SPSS). Familiarity with the fundamental concepts of disaster management and international disaster risk reduction organizations and frameworks. Excellent written and verbal communications. Ability to work effectively with diverse work and customer groups. Ability to meet numerous deadlines while maintaining good working relationships with staff and customers. Strong attention to detail. Proficiency with ArcGIS Desktop for analysis and statistical packages such as SPSS.
Physical/medical requirements: Some travel is required.
Secondary qualifications:
Experience in disaster management. Experience in numerical modeling. Programming experience.
