RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in Kihei, on the Island of Maui. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

Duties:

Responsible for carrying out a broad range of analytical and technical activities related to PDC’s disaster information services. Manages PDC’s Global Information Processing Services (GIPS) activities, coordinating the investigation, development, integration and documentation of automated methods for identifying and representing hazards and their impacts on society. Supports the implementation of risk and vulnerability assessments (RVA) that meet varying client needs by applying quantitative, qualitative and/or spatial analysis techniques. Performs data investigation, assessment, processing and documentation in support of PDC projects and programs. Serves as a subject matter expert to internal and external clients on the analysis and modeling of hazards and disaster impacts. Conducts outreach activities and assists in the demonstration of PDC applications and capabilities to clients. Serves as project manager, technical lead or task lead as appropriate.

Primary qualificaions:

Education:

Master’s Degree from an accredited college or university in Geography or other field related to environmental hazards and disasters.

Experience:

Four to six (4-6) years of experience in research design and data analysis. Three to five (3-5) years of direct experience applying qualitative, quantitative and/or spatial data collection and analysis methods to analyze and communicate information related to hazards and potential impacts. One to three (1-3) years of experience leading research and project teams.

Knowledge/skills:

Strong background in research design, data collection and evaluation; analysis methods including statistical and spatial techniques; and the presentation of data and results. Strong knowledge of disaster related phenomena and impacts and the methods used to represent them. Direct working knowledge of relevant data sources and formats. Direct knowledge of GIS and ESRI products, statistical packages such as SPSS, and numerical modeling applications. Familiarity with RVA frameworks and methods, including those related to analysis of socio-economic factors. Familiarity with the fundamental concepts of disaster management and international disaster management organizations and frameworks. Excellent written and verbal communication skills. Strong problem solving skills. Ability to build a strong team and  good relationships with diverse work and customer groups. Ability to meet numerous deadlines. Strong attention to detail.

Secondary qualifications:

Previous experience in disaster management. Programming experience. Proficiency in a language other than English.
