Role purpose

The position will have a dual role with a 50/50 split between DIPECHO Bhutan Project Manager, and Disaster Risk Reduction (DRR) ECHO Advisor in other countries in the Asian region, including Nepal, Laos, Cambodia (and possibly others).

50% of the time will be spent as Bhutan DIPECHO Project Manager. Based in Kathmandu and with frequent travel to Bhutan, s/he will have the overall responsibility of the management, implementation and coordination of the DIPECHO project which focuses on school and community based DRR. S/he directly contributes in planning, implementation, and monitoring of the DIPECHO project activities, and also supports Bhutan national and partner staff for effective implementation and high technical quality standards, building on lessons learnt from the previous DIPECHO intervention. The post holder is also responsible to promote and engage in a common platform for sharing learning and challenges amongst Save the Children International (SCI) members and other DIPECHO partners.

The remaining 50% as the DDR ECHO Advisor, will be spent to support the growth of SC Norway (SCN) grant portfolio (particularly, but not exclusively, ECHO), and to strengthen understanding of programming needs and opportunities in the region. This will be achieved by strategic engagement and relationship building with ECHO and other key external and internal stakeholders, pre-positioning, proposal writing when new opportunities arise, capacity building, technical implementation, monitoring and reporting support.

As this is a new post, flexibility will be required to respond to new tasks that may arise.

Qualifications and experience

Essential:

• Outstanding project management and coordination skills with at least 3 years international professional experience in Project Cycle Management/coordination
• Strong understanding of project design, quality programming and effective delivery
• Higher education (qualifications or equivalent professional experience) in DRM, International Relations, Social Sciences, Development studies
• Significant experience of working in international development, with an understanding of advocacy and programming within the NGO sector
• Financial/budget management skills
• Proven track record in writing proposals and budgets
• Training/capacity building skills
• Excellent English language skills both oral and writing
• Commitment to Save the Children’s values and work
• Proven experience of managing relationships in complex organizations with numerous stakeholders
• Excellent people management skills with the ability to manage and motivate staff in a wide range of contexts
• Willingness and ability to travel frequently

Desirable:


• Experience of working with ECHO DIPECHO or other institutional donors (Europaid, USAID DfiD etc)
• Emergency deployment experience
• Experience of child centred DRR, school based DRR programming, Education in Emergencies
• Experience of working in remote and insecure locations
