The Association of Southeast Asian Nations (ASEAN) is a regional-intergovernmental organisation founded in 1967, to promote peace and stability, sustain economic growth, shared prosperity and social progress. It comprises ten countries of Southeast Asia.

The ASEAN Leaders at their 19th ASEAN Summit on 17 November 2011 officially launched the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management, popularly referred to as the AHA Centre. The AHA Centre will facilitate co-operation and coordination among ASEAN Member States, and with relevant United Nations and international organisations in promoting regional collaboration in disaster management.

The Government of Japan, through Japan – ASEAN Integration Fund (JAIF), has provided support for the *“Establishment of an Integrated Information and Communication Technology System to Strengthen the Operation of ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) – Phase II”* project. The project is fully funded by the Government of Japan which aims to strengthening further the operational capability of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), particularly its information communication technology (ICT) functions with the specific focus of ensuring seamless and effective connectivity and flow of data and information between the AHA Centre and National Disaster Management Offices (NDMOs) of all the ASEAN Member States.

AHA Centre, working closely with ASEAN Secretariat, is looking for the best, most-talented and highly-motivated ASEAN individuals to work immediately as team members of the above new project under the AHA Centre, for the position of Team Leader.

Broad statement of function

  • Manage, supervise and coordinate the overall implementation of various activities of under the Project of “Establishment of an Integrated Information and Communication Technology System to Strengthen the Operation of ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) – Phase II” in ensuring quality and timeliness of activities and delivery of outputs;
  • Oversee the day-to-day operational activities of the Project, including staffing, administration and financial management matters;
  • Ability to provide technical support and guidance for the overall information and communications technology for the AHA Centre;
  • Undertake identified assignments as tasked by the Executive Director of AHA Centre or the assigned staff.

General qualifications

Education: A Master’s Degree in one or more of the following disciplines: Information and Communications Technology (ICT); Management Information Systems; Computer Science.
Knowledge in Emergency Operation Center (EOC), will be an advantage.

Experience: At least five (5) years of experience with proven track record and exposure to information and communications technology, management information systems; preferably in emergency operations organisations in a government and/or international organisation; Experience in managing or coordinating project or programme; Experience in managing a broad range of activities dealing with various international organizations and related institutions;

Key competencies

Core competency: High integrity and conscientiousness; Ability to multitask and work independently under pressure; Good composure; Excellent report writing skills; Ability to protect professionalism; Ability to work as team leader and/or team member with a strong leadership; Ability to work in a multi-cultural setting.

Technical competency: Good project management skills; Basic knowledge and understanding of information and communications technology; Sound understanding of the regional knowledge, relevant information, and able to connect the concepts to the practices and application on disaster management issues; Sound understanding of concepts, knowledge and issues on the ASEAN Agreement on Disaster Management and Emergency Response (AADMER); Proficiency in IT Web Development .

Managerial competency: Good project management skills; Ability to lead and facilitate operations; Ability to translate plans into actions with strong leadership; Mastery on the cross-cultural diversity in the ASEAN region and ability to manage cross cultural communication; Strong communication skills; advanced level of fluency in written and spoken English.

Position open for ASEAN nationals and Japan nationals.

The successful candidate will commence the duties immediately and be contracted initially for 12 months with a possible extension. Duty based is in Jakarta, Indonesia. The successful candidate will be offered with an attractive remuneration package that commensurate with his/her personal qualifications.
