The Red Cross and the Red Crescent Movement is composed of 189 national societies, the International Committee of the Red Cross and the International Federation is the largest network of humanitarian actors, with 100 million members and volunteers. The Red Cross in Norway has 130000 members and close to 30000 volunteers carrying out activities through the more than 400 offices locally based.

The Norwegian Red Cross (NorCross) is looking for a Disaster Risk Reduction (DRR) delegate for a MFA funded programme based in Petit Goave, Haiti. The position is related to a 3 year programme linked to the Haitian Red Cross (HRC) contingency plan. The programme focuses on developing mechanisms that allow the targeted communities to cope with extreme weather events in a more effective way. The key elements are to strengthen the community based disaster response teams, to integrate with the ongoing health programme in Petit Goave, and to support the HRC in the development and implementation of a contingency plan at community and regional level.

The DRR delegate will be based in Petit Goave and support the HRC branch and DRR team in establishing a sound DRR programme in the region of Goave. The DRR delegate reports to the NorCross Country Representative in Haiti. HRC will have the overall responsibility for the development and implementation of the programme while the DRR delegate will be the technical adviser. The delegate will be responsible for providing advice and support related to programme design, development of programme documents including plan of action, budgets as well as monitoring and evaluation systems. He/she will support HRC in the implementation in addition to quality control of the activities.

Main responsibilities

  • Work towards the achievement of Haitian Red Cross’ DRR goals in Haiti, through effective management, coordination, lateral relations and teamwork with HRC counterparts
  • Support national staff in assessment (using VCA toolbox), design, implementation and monitoring of the DRR activities within programme
  • Provide technical assistance and advice to the Haitian Red Cross staff and volunteers to develop and implement the DRR programme in the target areas
  • Provide guidance and assistance to the team on using PMER tools
  • Oversee financial well-being of the programme by analyzing cost effectiveness, ensuring accountability and sound financial management
  • Facilitate trainings and workshops for trainer of trainers, national society staff and volunteers on topics related to the programme
  • Coordinate with the NorCross Health delegate to ensure a harmonized and integrated approach to community based programming and volunteer management, and to manage the transition recovery to development
  • Coordinate and cooperate with the movement partners (IFRC and other PNSs) and other actors in the field such as NGOs, Civil Society groups, UN agencies, governmental institutions etc
  • Ensure that value-added cross-cutting themes are sufficiently incorporated into the programme design and implementation (gender, youth, violence prevention etc)

Qualifications and Requirements

  • Higher level formal qualification in a technical field, preferably water, hygiene and sanitation, water resources management or another related discipline.
  • Minimum of 3 years experience in project managmement, with technical expertise in DRR in development projects
  • Excellent level of English and French is required, oral and verbal
  • Proven experience in budgeting and budget management
  • Experience using participatory/community based approaches
  • Strong analytical skills
  • Excellent interpersonal skills, ability to work with partners and lead a team under stressful enviroment
  • Strong computer skills (Word, Excel, Internet, etc.)
  • Willingness to travel to field sites as required by the project
  • Experience with ECHO procedures, requirements and reports is an asset
  • Professional experience from the RC/RC movement is an asset
