Background

National Alliance for Risk Reduction and Response Initiative (NARRI) is a consortium of eight International Nongovernment (humanitarian) organizations (INGOs) working on Disaster Risk Reduction and Response in Bangladesh. It comprises of some of the eminent INGOs like ActionAid International, CARE International, Concern Universal, Concern Worldwide, Islamic Relief Worldwide, Oxfam, Plan International and Solidarités International along with HelpAge International and Handicap International as the technical partners completing the team on disability and ageing issues. However, for this DIPECHO 7th cycle, there are only 6 members are directly involve in the implementation of the project at the field level. Those are Oxfam, ActionAid, Concern Universal, Concern Worldwide, Islamic Relief Worldwide and Solidarités International.

Disasters have been and remain as the major hindering factor to the national growth and cause of poverty in Bangladesh. In the threat of climate change, frequency and intensity, vulnerability to disasters in Bangladesh has been increased and likely to increase further. NARRI consortium with the financial assistance of European Commission Humanitarian Aid and Civil Protection (ECHO) is implementing DIPECHO 7th Action Plan with the title “Building A Disaster Resilient Bangladesh” which is designed to increase resilience and establish a culture of disaster risk reduction among communities and government institutions vulnerable to natural hazards in urban and rural areas of Bangladesh. In achieving those, NARRI Consortium is also committed to enhance the capacity and the knowledge of emergency response agencies in Bangladesh which for this cycle will be focus on training for the senior officials of Fire Service and Civil Defense (FSCD).

As Bangladesh is one of the signatory to Sphere among the 68 countries globally, therefore it is inevitable for Bangladesh to ensure the Sphere Standard is being considered and practice while responding to an emergency or in any of their humanitarian works. At the same time, since FSCD is involved in emergency response, it is reasonable to expect them to have understanding on Sphere Standard and Humanitarian Accountability Partnership (HAP) issues where they can use this knowledge in planning and execution of their emergency response in order to improve the quality of assistance provided to people affected by disasters, and to enhance the accountability of the humanitarian system in disaster response. For that reason, NARRI Consortium will provide the Sphere Standard and Humanitarian Accountability Partnership (HAP) to selective senior official of FSCD.

Objectives:

The main objective of this consultancy is to support NARRI Consortium in its continuous effort to enhance the capacity and knowledge government officials on Disaster Management and Emergency Response. At the same time, the training is expected to provide the participants with the understanding on the importance of the knowledge on Sphere Standard and HAP for the emergency responders in ensuring the quality and accountability of humanitarian assistance and humanitarian system in disaster response.

Expected deliverables:

• The consultant will develop or contextualize a training module for the above mentioned participants
• The consultant will conduct the high quality Sphere Standard and Humanitarian Accountability Partnership (HAP) training for the intended participants.
• 1 week after the completion of the training, the consultant will submit the event report to Oxfam.

The trainer is expected to have good knowledge and experiences in providing Sphere Standard and HAP training to government officials.

The training is expected to be conducted from 4 to 5 November 2014.
