The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions.

ADPC has more than 26 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparations and follow up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination and catalytic facilitation and partnership to sub-regional mechanisms. SERVIR is a global program that provides scientific and technical know-how to help developing countries use geospatial information and technologies to achieve sustainable development. SERVIR-Mekong will promote the use and availability of publicly available satellite imagery and related geospatial decision-support tools/products to help key stakeholders and decision makers in Burma, Cambodia, Laos, Thailand, and Vietnam better predict and manage floods and other natural disasters, improve agricultural risk management, manage land-use more sustainably, and help governments and communities increase resilience to the negative effects of climate change. Funded by USAID, and with lead scientific and technical support from NASA, SERVIR-Mekong is being implemented by the Asian Disaster Preparedness Center (ADPC) with inputs from consortium partners Spatial Informatics Group, Stockholm Environment Institute, and Deltares. Statement of Intent:

The SERVIR Program Coordinator reports to the Chief of Party (COP). He/She will be responsible to assist the SERVIR-Mekong COP and Deputy COP in project implementation, financial management, business development, as well as to provide assistance in strategic planning and reporting to the donor.

Required Qualifications and Specification:

• Master’s degree or a higher level in international development, financial/business management, or a related field.
• Proven expertise in administrative and financial management, budgeting, and procurement.
• Previous responsibilities related to monitoring and evaluation of USAID and/or donor-funded development programs (desired).
• Strong management skills including cultural and gender sensitivity and a track record of working successfully in a variety of cultural and international contexts.
• At least 3 years practical experience in Southeast Asia related to project management, operations, and/or financial management.
• English language oral and written communication skills.
• Experience with word-processing, spreadsheet and database programs and functions.
• Willingness to frequently travel for project activities.
• Well-versed in USAID regulations and procedures.

General Requirements:

• Operate within all ADPC Guidelines & Procedures/ Policies.
• Provide ongoing capacity building training & development to ADPC staff as required.

Responsibilities:

• Ensure that the SERVIR is implemented in strict adherence to USAID rules and regulations and in accordance with ADPC standards related to contracting, procurement, travel, etc., and that appropriate procedures and guidelines are developed in support of these requirements;
• Oversee all operational and day-to-day management of the program, including financial management, human resources management, logistics and program coordination and implementation;
• Provide overall supervision SERVIR operations and administration including potentially managing other administrative staff (if needed);
• Communicate and coordinate with program staff on technical and administrative issues, work planning, budgeting and program implementation;
• Assist the COP and other team members in program strategic planning to ensure that individual program components and activities contribute optimally to SERVIR's overall objectives;
• Coordinate and document weekly core management conference calls and/or meeting, taking notes and following up on outstanding issues including the monthly calendar; and,
• Carry out other tasks as assigned by the COP and ADPC.

Reporting Relationship:

• Reports directly to the Chief of Party.
• Works closely with other staff of ADPC.
