Background:

The World Food Programme (WFP) is the largest UN humanitarian organization and a key actor seeking to deliver relief, rehabilitation and development interventions aiming at the fight against world hunger and malnutrition. Climate change has been identified as one of the most confronting global challenge of our times requiring urgent attention. WFP is consolidating its strategies, policies and approaches and is stepping up its capacities to effectively confront this challenge. Against this background, WFP seeks a consultant to support the WFP Sudan Resilience Unit based at the Sudan Country Office in Khartoum with ongoing initiatives related to climate change adaptation.

Sudan is a county of high climate vulnerabilities and low readiness to adapt to immediate shocks. The CO has taken steps to strengthen its portfolio of climate related activities in line with global climate related initiatives. A Quarterly Coordination for Climate Programming mechanism has been established to coordinate the work of national and international organizations in the country related to climate change. The Government of Sudan has also taken progressive steps to address climate change issues at the national and local level jointly in partnership with international and national organizations including UN partners and governmental counterparts.

In early 2015, WFP Sudan CO formulated a two-year Resilience Building Strategy, which encompasses climate change adaptation as a core component to building resilience against shocks. The strategy outlines the development of assessments as a key pillar to resilience. The CO is seeking to strengthen its evidence base regarding the impact of climate change on food security and livelihoods.

Within this background, the consultant will formulate a Climate Risk and Food Security Analysis in Sudan. The analysis seeks to synthesize relevant data, studies and assessments related to land degradation, deforestation, temperature, precipitation, and other priority themes relevant to climate impacts. The analysis will serve to identify and map existing and available knowledge related to climate change in Sudan and further will be used to better inform WFP programmes to target identified priorities related to the impact of climate risks on food security and livelihoods.

Overall objective:

The consultant will support ongoing initiatives under the climate resilience portfolio by formulating a climate risk analysis and support the collection process of relevant data used for the analysis.

Specific objectives:

The overall objective will be achieved through the following specific objectives:

  • Identify and collect various data, studies, reports, and analyses at both regional and global level relevant to formulating the climate risk analysis and provide guidance as to where further data can be found that requires CO/RB/HQ support.
  • Ensure the technical quality of the analysis and provide support to the CO to ensure that the analysis meets proposal criteria for upcoming Climate Finance Mechanisms including Green Climate Fund and FoodSecure
  • Liaise with WFP CO partner units (VAM, GIS/Remote Sensing, etc) for data sharing and provide technical support to ensure data compatibility of climate and livelihoods data for analysis.
  • Consult with relevant stakeholders as part of the WFP facilitated Technical Working for Climate Data
  • Participate in consultative workshops with working groups related to technical data and policy
