Consultants assignment:

The overall objective of the project is to understand the current status of the DRM progress in the specific country. ADPC will work in close coordination with Government, the NDMO of the country and other relevant government, non-government and international agencies and organizations during the creation of the report in order to ensure that the process is both inclusive and participatory. The ADPC team will use both its own expertise and the support of renowned international experts as needed.

This status report will include the following in line with the UNISDR guidelines:

  • A disaster risk profile of the country
  • A DRM status section, broken down into the four priorities of the Sendai Framework
    1. Understanding disaster risk
    2. Strengthen disaster risk governance to manage disaster risk
    3. Invest in DRR for resilience
    4. Enhance disaster preparedness for effective response and to “Build Back Better”
  • A stakeholder mapping of actors involved in DRM
  • A section focused on the key issues, challenges and priorities for Sendai Framework implementation.

Work plan:

National consultants will complete the assignment over a total period of four months with effect from the date of signing the contract with ADPC.

Outputs and deliverables:

National literature review

  • A brief three/four page summary of the findings, sharing both before and after discussions with the DRM working groups.

Stakeholder map

  • A simple mapping to show the relevant actors involved with DRM in the country.

Arranging of meetings and engagement with DRM working groups

  • The consultant will arrange meetings with the selected participants of the DRM working groups and be the focal point for participants during the process.

Design, facilitation and analysis of focus group discussions and interviews

  • Focus group discussions and interviews will be undertaken with key government staff to gain a deeper understanding of DRM activities in country at the national level as well as in priority sectors.

Design, facilitation and analysis of multi-stakeholder consultation workshop and sectoral workshops

  • The national consultant will work with ADPC in designing and facilitating a workshop with Government, NGOs and the Private Sector actors. The consultant will work with ADPC to select attendees of the workshop and construct a framework to encourage discussions. The feedback from attendees will then be analyzed for use in the National report.

Draft of National Report

  • This will include the information summary of the national literature review as well as the analyses of the FGD, interviews and the feedback from the workshops. The structure of this report will be using the template provided by UNISDR.

Required experience:

The consultant must possess the following experience and qualities:

  • At least 5-year experience of working in DRR / DRM, preferably in Bangladesh/Bhutan/Vietnam.
  • Experience in dealing with government agencies
  • Experience in undertaking disaster-related research
  • Have a good command of both spoken and written English in addition to command on local / national language of the country
