Background:

The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand. It supports the advancement of safer communities and sustainable development through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with South, South East and East Asia being the primary sub-regions.

ADPC has more than 29 years of experience working for a safer Asia in partnership with the national and local governments of its charter member countries as well as the member states of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparation and follow-up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination; and catalytic facilitation and partnership to sub-regional mechanisms. Nature of the consultancy:

  • To provide database assistance for the implementation of the projects: Strengthening the Capacity of the Government of Lao PDR to Respond to Humanitarian Emergencies

IOM Projects to which the Consultancy is contributing:

  • Strengthening the Capacity of the Government of Lao PDR to Respond to Humanitarian Emergencies

Tasks to be performed under this contract:

The Consultant agrees to:

  • To liaison with relevant agencies in getting information for training database web portal to be hosted by the Ministry of Labor and Social Welfare, Lao PDR.
  • To insert, upload all information to the training data base web portal both in English and Lao.
  • To provide support for the database web portal. This include fixing any mistakes on the web portal and training Ministry of Labor and Social Welfare staff.
  • Knowledge transferred: the consultant should work closely with SWD’s designated officials to provide on the job training in order to ensure they are able to use, manage and update the information onto the web portal.

Tangible and measurable output of the work assignment:

The output of the work assignment includes:

  • Satisfactory completion of the database material to-date and a handover to staff at the Ministry of Labor and Social Welfare

Realistic delivery dates and details as to how the work must be delivered:

  • The Consultant will complete database requirements in one month’s time.

Terms of Payment:

  • The service fee is 5,000 USD
  • The payment would be made in two installments:
    • 1st payment: 1,000 USD upon signing of this contract.
    • 2nd payment: 4,000 USD upon completion of the training database web portal and acceptance by IOM and Ministry of Labor and Social Welfare.
  • Payment for consultancy will be made via cheque upon delivery of the tasks outlined

Fluent in Lao and English language ability is required
