Purpose of the post

Under the supervision of and in regular consultation with the supervisor, implement country office emergency preparedness and response. Responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency interventions to advance the survival and well-being of children and mothers and affected communities in an emergency situation.

Major duties and responsibilities

Temporary Appointment (364 Days)

  • Support the overall implementation of Disaster Risk Reduction strategy and activities in the State in partnerships with State Government, NGO/ civil society organizations and Inter Agency Group.
  • Technical support to DMD for finalizing the State Disaster Management Plan and other projects of mutual interest.
  • Support rollout of the study on supply chain management and coordination with various stakeholders.
  • Strengthen Inter - Agency Preparedness and Coordination
  • Technical support to education and other departments in developing school safety guidelines and capacity building for curriculum development and implementation of school safety and security initiatives.
  • Coordinate with district and block level government officials to facilitate leveraging of government action for implementing risk informed development actions.
  • Support DMA in developing rolling out plan for State Disaster Management Plan and guideline for District Disaster Management Authorities (DDMAs) to make it active and functional.
  • Promote DRR mainstreaming within UNICEF West Bengal led development programmes and their Govt counterparts.
  • The incumbent would contribute to overall UNICEF ICO Disaster Risk Reduction Programme strategy
  • Promote and facilitate practical integration of risk reduction including climate adaptation in UNICEF West Bengal's State programme
  • Perform any other duty as requested by supervisor.

Qualifications, skills and attributes

Education

University degree in one of the following fields: Social Sciences; disaster management, development, or related technical field.

Work Experience

Minimum two year’s professional work experience (in flood context would be an added advantage) on Community Based Disaster Risk Reduction (CBDRR), and CCA and emergency preparedness projects in project design, implementation, including data collection and analysis. Experience of disaster response would be good.

Languages

Fluency in English is required. Knowledge of local language is an asset.

  • Practical experience in financial reporting and prudence in handling project finances.
  • Climate Change knowledge including related mechanisms for CCA an asset
  • Exposure to training related to issues such as WASH in emergency, Child Protection in Emergency (CPiE), education in emergency etc.
  • MS office, skill in making Power Point presentation, proficiency in remote sensing and GIS is preferred.
