The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions.

ADPC has more than 30 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparations and follow up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination and catalytic facilitation and partnership to sub-regional mechanisms. Statement of Intent:

The Technical Specialist reports to the Department Head-DRAM. His/her main responsibility is to lead and manage the project(s) assigned to him/her. He/she will work closely with members of DRAM department as well as other members of ADPC whenever is required.

Required Qualifications and Specification

  • At least a Master’s degree in civil engineering, physical sciences, economics, or social sciences.
  • Minimum 5 years of relevant experience on hazard, vulnerability, and risk assessment.
  • Strong analytical skills.
  • Excellent English proficiency in oral and written communication, including a demonstrated track record in report writing and ability to communicate technical matters to general audience.
  • Willingness and ability to travel for project activities and corporate functions.
  • Ability to work independently and supervise project and field staff.
  • Ability to build strong partnerships and networking.
  • Desire to learn and undertake new challenges and new work.

General Requirement:

  • Operate within all ADPC Guidelines & Procedures/ Policies.
  • Provide ongoing capacity building training & development to ADPC staff as required.

Duties and Responsibilities:

Technical

  • Implement programs and projects in an efficient and effective manner.
  • Design and conduct research within the project framework.
  • Provide inputs for developing new project proposals
  • Provide technical/scientific inputs to develop innovative methodologies and tools in the process of implementing programs and projects.
  • Provide inputs to identify and design new program areas for the department
  • Maintain/control the “ADPC Quality Standards” of all activities and deliverables
  • Provide technical inputs for the projects/programs under the department and ADPC

Project Management

  • Manage projects using strategic approaches to achieve project goals and ensure sustainability of project efforts.
  • Coordinate and communicate to effect smooth project implementation with other project managers and team members.
  • Utilize project resources efficiently and manage project finance.
  • Develop detailed work and financial plans and write progress, technical, and final reports.
  • Conduct project monitoring and evaluation.
  • Lead the development of knowledge products from the projects.
  • Communicate project results to target audiences and maintain a network of relevant external partners that could play a part in future project development.
  • Provide guidance and technical advice to members of the team to ensure their integration with other ADPC regional initiatives
  • Guide partner institutions in implementing projects reflecting the ADPC core areas of competency in general and the DRAM department in particular

Corporate Responsibilities

  • Provide technical resource inputs under key specialized technical areas to all other departments including ADPC training programs
  • Participate in corporate functions and external events, as required
  • Collaborate with Government officials, NGO, NFP IGO, donors and other stakeholders at the International, National, Sub-national, and Community levels.
  • Initiate various documents to support the implementation of activities of the department such as contract agreements, statement of work for consultants, MOU, and agreements, in accordance with the approved procedures and policies of ADPC.
  • Foster a one ADPC concept across the organization through

3. Shared accountability, and
4. Intra-departmental collaboration.

Reporting Relationship:

  • Reports directly to the Department Head of DRAM department.
  • Works closely and in collaboration with other ADPC staff.
