Project Name: Somalia Resilience Program

The Somalia Resilience Program (SomReP) is a multi-year effort by seven leading NGOs to tackle the challenge of recurrent droughts—and the chronic vulnerability that results—among pastoralists, agro-pastoralists, and peri-urban households across Somalia. Designed to address communities’ unique needs toward building resilient livelihoods, the program builds on collective lessons learnt by consortium members World Vision, Oxfam, DRC, COOPI, CARE, ADRA, and ACF.

Technical area: Resilience Measurement

Purpose of Consultancy: To provide technical support to SomReP in Resilience measurement

Number of Days: 42 days work to be completed in the period indicated below:

Consultancy background and Purpose

The consultant will engage with the Quality Assurance and Knowledge Manager of SomRep to identify ways to improve the measurement of impact on resilience, as well as specific details of the measurement/research agenda over the lifetime of the project.

Project location: Somalia (potentially all areas)

Sectors: Food Systems, Resilience measurement, Quantitative analysis, Agricultural Market Analysis

Key consultant activities

  • Assist in quantitative research growing out of the SomReP mid-term review, and which could help to prepare the groundwork for the final survey. Use midterm review results in recommendations that inform the refinement and improvement of the SomRep resilience model in order to improve their effectiveness in enhancing community and household resilience and measurement.
  • Provide technical advice on the evaluation of resilience measurement effectiveness based on Som ReP program results. Recommendations for refinement and improvement of system to Som ReP, Som ReP donors, global resilience technical working group and Resilience learning consortium
  • Devise contingency plans for additional quantitative measurement in event of a shock.

Person specification

Key competences, technical background, and experience required

Experience:

  • Knowledge of Resilience measurement in Somalia preferably through a consortium
  • PhD in applied economics or similar from an internationally renowned University
  • Relevant post-doctoral experience from an internationally renowned University
  • Track record of academic excellence
  • Relevant publications in International peer reviewed journals
  • Experience in designing resilience indicators in Somalia and the Horn of Africa
  • Experience in contributing to global thought leadership in resilience measurement through conferences and fora of global importance

World Vision responsibilities during consultancy

  • Arrange and fund all international flights and Somalia travel/ logistics, including visas
  • Arrange accommodation and meals
  • Provide Security Briefing to consultants
  • Review all plans/ tools before use
  • Review all reports and provide feedback
  • Liaise with local implementing partners on behalf of the consultant
