Purpose

WFP and other UN agencies have been supporting capacity development with the Government of Uganda for many years. WFP is furthering those efforts through capacity strengthening for emergency preparedness and response (EPR). Working with the Office of the Prime Minister (OPM), WFP will strengthen the integration and interoperability of Government-led mechanisms, procedures and stakeholder forums for acute and chronic food security needs.

We are currently seeking experienced and creative applicants for the position of Programme Policy Officer for Capacity Strengthening (SC 10) to join our team.

Under the direct supervision of the Capacity Strengthening Coordinator, the incumbent will provide senior level management and strategic implementation of WFP Uganda’s capacity strengthening programme. The incumbent will coordinate and manage capacity development activities to support the Government of Uganda in emergency preparedness and response related to the World Food Programme’s mission and country strategic plan.

Accountabilities

  • Assist in developing and coordinate implementation of a 4-year strategy for capacity strengthening, focusing on emergency preparedness and response, including aspects of gender equality, vulnerable groups and the environment;
    • Enhance partnerships, establish and maintain a mechanism for efficient and effective linkages with UN agencies, Government, Civil Society, donors and other institutions for capacity strengthening initiatives within WFP mandated areas.
  • Support the formation of an evidence based-foundation for joint Capacity Strengthening efforts with government, in the areas of analysis of food security, disaster risk management, response analysis and supply chain support;
    • Engage OPM to conduct a baseline Disaster Risk Management (DRM) capacity assessment of Government.
    • Develop plans and priorities based on this capacity assessment for joint activities across all units within WFP.
  • Coordinate and facilitate ongoing training of Country Office capacity strengthening team;
    • Liaise with WFP field offices to ensure they are empowered to support capacity strengthening processes.
  • Develop indicators for monitoring and evaluation of WFP's capacity strengthening efforts, if possible including the disaggregation of various groups and impact on the environment;
    • Support the preparation and delivery of necessary financial and operational revisions and reports related to these areas.
  • Develop communication products for internal and external needs;
    • Support the preparation of funding proposals for donors and proactively engage with donors to promote WFP's role in capacity strengthening to the government
  • Packaging training materials for continued implementation of capacity strengthening activities, including with other WFP country office in the region;
    • Identify appropriate institution, training programs, workshops, conferences and possible sites for study tours, exchange programmes, on the job training, required to support the achievement of objectives.

Requirements

  • Experience designing and implementing institutional capacity development programs is essential;
  • Experience working on joint projects between the Government of Uganda and international organisations;
  • Knowledge of or experience in food assistance or relief, logistics, development, humanitarian aid, and/or social safety nets;
  • Facilitating and coordinating multi-stakeholder planning processes;
  • Knowledge of change management theory and best practices;
  • Experience speaking professionally in front of groups and facilitating high-level meetings; and
  • A strong working knowledge and expertise in using MS Office applications.

Standard Qualifications

  • Advanced university degree in Political Science, Disaster Management, Development, International Relations or other related field from a recognized institution;
  • Or First University degree in one of the fields above with additional years of related work experience or trainings/courses, attained from a recognized institution; and
  • At least seven years relevant working experience in project management, humanitarian or development project implementation, office management, and/or knowledge management.
