Background

Plan International Cambodia and Australia are preparing for the upcoming Asian Development Bank (ADB) Project in Cambodia on Second Rural Water Supply and Sanitation Sector Project from March 2017 to February 2019. The project will support the progressive mainstreaming of climate change adaptation and disaster risk management into rural water supply and sanitation.

Job Description

The International Water Safety Plan Specialist will lead and facilitate the development of rural water safety plans for the ADB-funded project. This position will oversee the design of model water safety plans and provide training for the preparation of these (including sanitation planning) for village level implementation and for replication by the Government under the subsequent loan planned for 2018/2019. The rural water safety plans will be implemented in at least 8 communes, at least one per province. The incumbent will coordinate with the Project Coordination Unit (PCU) under MRD and the Provincial Project Teams (PPT). S/he will ensure effective implementation by responding to emergent needs, providing backstopping support, and facilitating other technical specialists to provide assistance to key stakeholders.

 The International Water Safety Plan Specialist will contribute to the coordination, design, and roll-out of Output 3 by (i) developing model rural water (and sanitation) safety plans, based on previous work conducted by MRD and the World Health Organization (WHO), and considering the contents of a new ADB/WHO Water Safety Plan Handbook currently under preparation and expected to be published within 2016; (ii) developing appropriate water (and sanitation) safety plans for implementation at commune and village levels; and (iii) assisting in developing training programs for these documents at all levels. S/he will not directly manage staff but will work closely with the National Water Safety Plan Specialist.

Responsibilities

  • Develop model rural water and sanitation safety plans based on previous work by MRD and WHO
  • Develop appropriate water and sanitation safety plans for implementation at commune and village levels
  • Contribute to and support the development of training on rural water safety planning and implementation at all levels
  • Provide, facilitate, and/or coordinate ongoing technical support for key stakeholders
  • Support monitoring and technical assistance during the roll-out of the water safety plans
  • Present and facilitate understanding of rural water safety plans at project orientation workshops and other events at national and subnational levels, as needed
  • Support the reporting process with clear data, deliverable and outcomes
  • Liaise closely with the National Water Safety Plan Specialist to ensure accountability and deliverables according to the job role and responsibilities
  • Ensure all staff and consultants are oriented and apply the Child Protection Policy and code of conduct throughout project planning, implementation and evaluation

Qualifications

Education

Degree in engineering, sciences or a related field (e.g., economics, environmental science, public policy, international cooperation, international development, natural sciences, etc.)

Knowledge

  • In-depth knowledge in water supply and sanitation assessment, planning, and delivery
  • General knowledge of rural development in Cambodia
  • Knowledge on key cross-cutting issues including gender, equality, and right based approach
  • Understanding of government ministries/departments and other stakeholders in the water and sanitation sectors including their capacity, strengths and weaknesses

Skills

  • Demonstrated ability to facilitate water and sanitation safety plans
  • Demonstrated ability to provide technical assistance in water supply and sanitation
  • Excellent facilitation skills
  • Excellent coordination skills
  • Excellent research skills
  • Excellent English oral and written communication skills

Experience

  • At least 10 years of experience in water supply and sanitation
  • At least 5 years of experience on rural development and/or rural water projects
  • Experience in the development and implementation of water (and sanitation) safety plans for urban and rural settings
  • Experience on projects financed by multilateral development agencies would be an advantage
  • Previous experience working projects in Southeast Asia is preferred
  • Experience working with government partners

Other Information

The position is based in Phnom Penh and requires frequent travel to provinces to oversee project implementation. 

Office base 60-70%

Travel 30-40%
