Job title: Disaster Risk Reduction Adviser

Reports to: Senior Humanitarian Adviser and Emergency Director

Liaises with: 

• Inside Concern: Emergency Directorate, Regional Directors, Desk Officers, SAL advisers, Country Directors, Concern UK and US, country DRR focal points, country programme staff 
• Outside of Concern may include: Alliance2015 agencies, Universities, VOICE, BOND, ISDR, national governments and regional authorities, donors

Job location: Dublin, with frequent travel to Concern’s countries of operation. Total travel time may be for up to 120 days of the year. 

Contract details

Two year fixed-term contract initially.

Pay band: Grade 5: €41,474 - €49,114

Job purpose: To support and strengthen to Concern’s DRR approach to programming to ensure that it is consistent with current good practice and commensurate with the risks facing target communities. To work with country teams, the International Programmes Directorate, SAL advisers, and advocacy teams to ensure that there is a common organisational understanding of risk informed programming, and messaging around this both internally and externally. To work with country teams and regional desks on preparation and response plans to emergency programming.

Main duties and responsibilities:

Major Tasks include:

1. Provide technical support to Concern’s field operations regarding Disaster Risk Reduction
2. Build and maintain a DRR community of practise in Concern
3. Ensure all country programmes are prepared for effective emergency response and following organisational guidance in relation to this
4. Ensure Concern is anticipating humanitarian crises, including through engagement with EWEA mechanisms such as the START FOREWARN group 5. Support the use of science in DRR, preparedness and emergency response, including through continuing our engagement with the University of Edinburgh on aftershock forecasting 6. Represent Concern in international fora, including VOICE, BOND and UNISDR
5. Be available to respond to new emergencies as required

Person specifications:

Essential:

• Educated to degree level or equivalent
• Minimum of five years’ experience of working for a humanitarian organisation
• Detailed understanding of community based DRR and climate change adaptation
• Good understanding of humanitarian principles and practice and emergency preparedness
• Knowledge and understanding of the use of science for risk management, including the ability to understand sources of forecasting and early warning information
• Good writing skills
• Experience of developing and delivering training courses and workshops
• Ability to coach, mentor and develop staff capacities in DRR awareness and practice
• Excellent communication and interpersonal skills
• Fluent spoken and written English and excellent spoken French (to a standard whereby training can be developed and delivered)
• Ability and willingness to travel to and operate in insecure environments

Desirable:

• Knowledge of Concern and/or our countries of operation
• Other language skills
